IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

February 3, 2026

To declare the existence of an emergency with respect to the need to approve Modification
No. M004 and proposed Modification No. M008 to Contract No. DCRL-2024-D-
0073 with All Pro All Services to provide school transportation services, and to
authorize payment for the services received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M004 and M008 to Contract No. DCRL-
2024-D-0073 with the All Pro All Services Approval and Payment Authorization
Emergency Declaration Resolution of 2026”.

Sec. 2. (a) There exists a need to approve Modification No. M004 and proposed
Modification No. M008 to Contract No. DCRL-2024-D-0073 with All Pro All Services to
provide school transportation services, and to authorize payment for the services received
under the contract.
(b) On May 16, 2025, by Modification No. M004, , the Child and Family Services
Agency (“CFSA”) exercised an increase to the base year of the contract in the not-to-
exceed amount of $927,855 for the period of May 16, 2025, through August 7, 2025.
(c) Modification No. M004 incorporated the price schedule for the remainder of the
base year for the period from August 7, 2024, through August 6, 2025, in the not-to-exceed
amount of $927,855, making the total not-to-exceed amount for the base period
$2,546,855.
(d) Proposed Modification No. M008 would incorporate the price schedule for the
remainder of the base year for the period from August 7, 2024, through August 6, 2025, in
the not-to-exceed amount of $418,765, making the total not-to-exceed amount for the base
period $2,965,620.
(e) Council approval is necessary because Modification No. M004 and proposed
Modification No. M008 increased the total contract amount by more than $1 million during
a 12-month period.
(f) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, All Pro All Services cannot be paid for services provided in
excess of $1 million.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. M004 and M008 to Contract No. DCRL-2024-D-0073 with All Pro All
Services Approval and Payment Authorization Emergency Act of 2026 be adopted after a
single reading.

Sec. 4. This resolution shall take effect immediately.
