A RESOLUTION

26-307

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

January 20, 2026

To amend the Rules of Organization and Procedure for the Council of the District of Columbia,
Council Period 26, Resolution of 2025 to change the Council’s 2026 recess dates, to
eliminate the Committee on Business and Economic Development and transfer
jurisdiction of its subject matter and agencies to other committees, and to create a
subcommittee of the Committee of the Whole; and to amend the Council Period 26
Appointment of Chairperson Pro Tempore, Committee Chairpersons, and Committee
Membership Resolution of 2025 to appoint a Chairperson Pro Tempore, to no longer
appoint a chairperson and members of the Committee on Business and Economic
Development, and to make membership changes to other Council committees.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Council Period 26 Rules of Organization and Procedure and
Appointment of Committee Chairpersons and Membership Amendment Resolution of 2026”.

Sec. 2. The Rules of Organization and Procedure for the Council of the District of
Columbia, Council Period 26, Resolution of 2025, effective January 2, 2025 (Res. 26-1; 72 DCR
1289), is amended as follows:
(a) The table of contents is amended by striking the phrase “232. COMMITTEE ON
BUSINESS AND ECONOMIC DEVELOPMENT” and inserting the phrase “232.
COMMITTEE ON BUSINESS AND ECONOMIC DEVELOPMENT [REPEALED]” in its
place.
(b) Section 101(34) is amended by striking the phrase “April 4th through April 12th,
2026” and inserting the phrase “April 11th through April 19th, 2026” in its place.

(c) Section 231 is amended as follows:
(1) Subsection (a) is amended by striking the phrase “building maintenance, and
building safety;” and inserting the phrase “and building maintenance; small and local business
development policy; the establishment and oversight of business improvement districts (“BIDs”);
matters concerning stadium development at the Robert F. Kennedy Memorial Stadium campus;
matters relating to taxation and revenue for the operation of the government of the District of
Columbia; industrial-revenue bonds; general-obligation bond acts and revenue anticipation
notes; cannabis legislation;” in its place.
(2) Subsection (e) is amended by adding the following agencies to the list of
agencies that come within the purview of the Committee of the Whole, to be inserted in
alphabetical order within the existing list:
Department of Small and Local Business Development
Multistate Tax Commission
Office of the Chief Financial Officer (excluding the Office of Lottery and
Gaming)
Real Property Tax Appeals Commission
Robert F. Kennedy Memorial Stadium Community Benefits Oversight
Committee.
(3) A new subsection (f) is added to read as follows:
“(f)(1) The Subcommittee on Local Business Development, as delegated by the
Committee of the Whole, shall be responsible for small and local business development policy;
the establishment and oversight of business improvement districts (“BIDs”); and matters
concerning stadium development at the Robert F. Kennedy Memorial Stadium campus (except
for planning, zoning, and permitting).
“(2) The following agencies come within the purview of the Subcommittee on
Local Business Development:
“Department of Small and Local Business Development
“Robert F. Kennedy Memorial Stadium Community Benefits Oversight
Committee”.
(d) Section 232 is amended to read as follows:
“232. COMMITTEE ON BUSINESS AND ECONOMIC DEVELOPMENT.
[REPEALED].
“Repealed.”.
(e) Section 233(b) is amended by adding the following agencies to the list of agencies
that come within the purview of the Committee on Executive Administration and Labor, to be
inserted in alphabetical order within the existing list:
Destination DC
Washington Convention Center and Sports Authority (Events DC).
(f) Section 235 is amended as follows:

(1) Subsection (a) is amended by striking the phrase “health equity;” and inserting
the phrase “health equity; the regulation of banks and banking activities, securities, and
insurance, including private health insurance;” in its place.
(2) Subsection (b) is amended by adding the following agencies to the list of
agencies that come within the purview of the Committee on Health, to be inserted in alphabetical
order within the existing list:
Board of Funeral Directors
Captive Insurance Agency
Department of Insurance, Securities and Banking.
(g) Section 236(a) is amended by striking the phrase “Committee on Business and
Economic Development for New Communities” and inserting the phrase “Committee on Human
Services for New Communities” in its place.
(h) Section 237 is amended as follows:
(1) Subsection (a) is amended by striking the phrase “cable television and
entertainment;” and inserting the phrase “cable television and entertainment; matters related to
economic, industrial, and commercial development; the disposition of property for economic
development purposes; joint jurisdiction with the Committee on Housing for New
Communities;” in its place.
(2) Subsection (b) is amended by adding the following agencies to the list of
agencies that come within the purview of the Committee on Human Services, to be inserted in
alphabetical order within the existing list:
Deputy Mayor for Planning and Economic Development
Office of Lottery and Gaming.
(i) Section 239 is amended as follows:
(1) Subsection (a) is amended by striking the phrase “consumer and regulatory
affairs;” and inserting the phrase “consumer and regulatory affairs; the regulation of alcoholic
beverages and cannabis (except cannabis legislation);” in its place.
(2) Subsection (b) is amended by adding the following agencies to the list of
agencies that come within the purview of the Public Works and Operations, to be inserted in
alphabetical order within the existing list:
Alcoholic Beverage and Cannabis Administration
Board of Accountancy
Board of Architecture, Interior Design, and Landscape Architecture
Board of Barber and Cosmetology
Board of Professional Engineering.
(j) Section 240 is amended as follows:
(1) Subsection (a) is amended by striking the phrase “other transportation issues;”
and inserting the phrase “other transportation issues; public utilities;” in its place.

(2) Subsection (b) is amended by adding the following agencies to the list of
agencies that come within the purview of the Committee on Transportation and the Environment,
to be inserted in alphabetical order within the existing list:
Office of the People’s Counsel
Public Service Commission.
(k) Section 241(b) is amended by adding the following agencies to the list of agencies
that come within the purview of the Committee on Youth Affairs, to be inserted in alphabetical
order within the existing list:
Combat Sports Commission
Commission on Nightlife and Culture.

Sec. 3. The Council Period 26 Appointment of Chairperson Pro Tempore, Committee
Chairpersons, and Committee Membership Resolution of 2025, effective January 2, 2025 (Res.
26-2; 72 DCR 376), is amended as follows:
(a) Section 2 is amended by striking the phrase “Kenyan McDuffie” and inserting the
phrase “Anita Bonds” in its place.
(b) Section 3 is amended as follows:
(1) Paragraph (1) is repealed.
(2) Paragraph (2) is amended by striking the phrase “Matthew Frumin, Janeese
Lewis George, and Kenyan McDuffie” and inserting the phrase “Doni Crawford, Matthew
Frumin, and Janeese Lewis George” in its place.
(3) Paragraph (7) is amended by striking the phrase “Charles Allen, Anita Bonds,
Wendell Felder, and Kenyan McDuffie” and inserting the phrase “Charles Allen, Anita Bonds,
Doni Crawford, and Wendell Felder” in its place.
(4) Paragraph (9) is amended by striking the phrase “Christina Henderson,
Janeese Lewis George, and Zachary Parker” and inserting the phrase “Doni Crawford, Christina
Henderson, Janeese Lewis George, and Zachary Parker” in its place.
(5) Paragraph (10) is amended by striking the phrase “Kenyan McDuffie, Brooke
Pinto, and Robert White” and inserting the phrase “Doni Crawford, Brooke Pinto, and Robert
White” in its place.
(6) A new paragraph (11) is added to read as follows:
“(11) The chairperson of the Subcommittee on Local Business Development,
established by section 231(f) of the Rules, pursuant to section 245 of the Rules, shall be Wendell
Felder, and its members shall be Charles Allen, Anita Bonds, and Brooke Pinto.”.

Sec. 4. This resolution shall take effect immediately.
