Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the “Modification Nos. M0003 and M0004 to Contract No. CW116651 with
Capital Consulting LLC Approval and Payment Authorization Emergency Act of 202 6,” and the
accompanying emergency declaration resolution.

The legislation will approve Modification No. M0003 and proposed Modification No. M0004 to
Contract No. CW116651 with Capital Consulting LLC to provide information technology
equipment, and to increase the not -to-exceed amount for option year one of the co ntract to
$10,000,000. In addition, the legislation will approve payment for the goods and services received
and to be received under the modifications.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence of an emergency with respect to the need to approve Modification No.
M0003 and proposed Modification No. M0004 to Contract No. CWl 16651 with Capital
Consulting LLC and to authorize payment for the goods and services received and to be
received under the modifications.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Modification Nos. M0003 and M0004 to Contract No.
CW 116651 with Capital Consulting LLC Approval and Payment Authorization Emergency
Declaration Resolution of 2026".
Sec. 2. (a) There exists an immediate need to approve Modification No. M0003 and
proposed Modification No. M0004 to Contract No. CWl 16651 with Capital Consulting LLC and
to authorize payment for the goods and services received and to be received under the
modifications.
(b) On September 16, 2025, by Modification No. M0003, the Office of Contracting and
Procurement exercised option year one of Contract No. CW 116651 with Capital Consulting LLC
to provide information technology equipment in the not-to-exceed amount of $1,000,000.
(c) Proposed Modification No. M0004 will increase the not-to-exceed amount by
$9,000,000 to $10,000,000.

(d) Council approval is necessary because the modifications will increase the value of the 33
contract by more than $1 million during a 12-month period. 34
(e) Council approval is necessary to allow the continuation of these vital services. 35
Without this approval, Capital Consulting LLC cannot be paid for goods and services provided 36
and to be provided in excess of $1,000,000 for the period of September 17, 2025, through 37
September 16, 2026. 38
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 39
emergency circumstances making it necessary that the Modification Nos. M0003 and M0004 to 40
Contract No. CW116651 with Capital Consulting LLC Approval and Payment Authorization 41
Emergency Act of 2025 be adopted after a single reading. 42
Sec. 4. This resolution shall take effect immediately. 43
