IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

May 5, 2026

To declare the existence of an emergency with respect to the need to approve Modification No.
M0003 and proposed Modification No. M0004 to Contract No. CW116651 with Capital
Consulting, LLC and to authorize payment for the goods and services received and to be
received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M0003 and M0004 to Contract No.
CW116651 with Capital Consulting LLC Approval and Payment Authorization Emergency
Declaration Resolution of 2026”.

Sec. 2. (a) There exists an immediate need to approve Modification No. M0003 and
proposed Modification No. M0004 to Contract No. CW116651 with Capital Consulting, LLC to
provide information technology equipment, and to authorize payment for the goods and services
received and to be received under the contract.
(b) On September 16, 2025, by Modification No. M0003, the Office of Contracting and
Procurement exercised option year one of the contract in the not-to-exceed amount of $1 million.
(c) Proposed Modification No. M0004 would increase the not-to-exceed amount by $9
million to $10 million.
(d) Council approval is necessary because the modifications will increase the value of the
contract by more than $1 million during a 12-month period.
(e) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Capital Consulting, LLC cannot be paid for goods and services
provided and to be provided in excess of $1 million for the period of September 17, 2025,
through September 16, 2026.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. M0003 and M0004 to Contract No. CW116651 with Capital Consulting LLC
Approval and Payment Authorization Emergency Act of 2026 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
