A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
March 31, 2026
To declare the existence of an emergency with respect to the need to authorize the Washington
Convention and Sports Authority to enter into a long-term lease for Nationals Ballpark
and to approve the Amended and Restated Lease Agreement between the Washington
Convention and Sports Authority and Washington Nationals Stadium, LLC.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Nationals Ballpark Amended and Restated Lease Emergency
Declaration Resolution of 2026”.
Sec. 2. (a) There exists a need to approve the Amended and Restated Lease Agreement
between the Washington Convention and Sports Authority and Washington Nationals Stadium,
LLC because the Ballpark Budget and Maintenance Amendment Act of 2024, effective March 7,
2025 (D.C. Law 25-276; 72 DCR 1) (“Ballpark Maintenance Act”) provides that the Ballpark
Maintenance Act shall not become applicable until the execution and Council approval of a lease
amendment agreement between the District and Washington Nationals Stadium, LLC that
extends the current lease agreement through February 28, 2054.
(b) There also exists a need to approve Amended and Restated Lease Agreement because
it is a contract that involves expenditures in excess of $1 million during a 12-month period and
Council approval of this contract is required by section 451 of the District of Columbia Home
Rule Act, approved December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51).
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Nationals Ballpark Amended and Restated
Lease Emergency Approval Act of 2026 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
