resolution entitled “Transfer of Jurisdiction Over a Portion of Reservation 360 and Reservation
639, S.O. 25-01393, Approval Resolution of 2026.”

The resolution would approve the transfer of jurisdiction of approximately 222,294 sq. ft. of land
comprising a portion of Reservation 360 and Reservation 639 from the Department of the Interior,
National Park Service to the District of Columbia. The purpose of the transfer is to facilitate the
management and improvements to the Francis Dog Park, Francis Pool, a basketball court and
tennis courts at Francis Park, and an athletic field associated with John Francis Education Campus.

The proposed transfer of jurisdiction was referred to Advisory Neighborhood Commission (ANC)
2A, which adopted a resolution at its April 9, 2025, public meeting in support of the transfer of
jurisdiction. The proposed transfer of jurisdiction was also referred to the National Capital
Planning Commission (“NCPC”) for its review and approval pursuant to D.C. Official Code § 10-
111. In a letter dated May 30, 2025, NCPC notified the District of its approval of the transfer of
jurisdiction.

To approve the transfer of jurisdiction over a portion of Reservations 360 and 639 in the District
of Columbia from the United States of America, acting by and through the Department of
the Interior, National Park Service, to the District of Columbia.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Transfer of Jurisdiction Over Portions of Reservation 360 and
Reservation 639, S.O. 25-01393, Approval Resolution of 2026".
Sec. 2. Pursuant to section 1 of An Act To authorize the transfer of jurisdiction over public
land in the District of Columbia, approved May 20, 1932 (47 Stat. 161; D.C. Official Code§ 10-
111 ), the Council approves the transfer of jurisdiction of approximately 222,294 square feet of
land comprising a portion of Reservation 360 ( comprising a portion of Parcel 305/07) and a portion
of Reservation 639 ( comprising a portion of Lot 834 in Square 13 and a portion of Lot 833 in
Square 13), as shown on the Surveyor's plat in S.O. 25-01393, from the United States, acting by
and through the Department oflnterior, National Park Service, to the District of Columbia.
Sec. 3. Transmittal.
The Secretary to the Council of the District of Columbia shall transmit a copy of this
resolution, upon its adoption, to the Mayor, the Surveyor of the District of Columbia, the Executive
Director of the National Capital Planning Commission, the Speaker of the United States House of

Background

The bill transfers the jurisdiction over nearly 222,300 square feet of land from the Department of
Interior and National Park Service to the District of Columbia. The land is located along Rock Creek
near the intersection of 25th Street, N.W. and N Street, N.W. and behind properties located along N
Street, N.W. between 23rd Street, N.W. and 25th Street, N.W. 1 The land currently encompasses
recreational and open space uses such as tennis courts, basketball courts, the Francis Pool,2 and the
Francis Dog Park.3 A portion of the land is located behind John Francis Education Campus and is used
by the students for activities and athletics.

The District’s Department of General Services (DGS) has requested the transfer t o manage and
improve the recreational facilities and infrastructure located on the property.

Financial Plan Impact

Funds are sufficient in the fiscal year 2026 through fiscal year 2029 budget and financial plan to
implement the proposed resolution . The fiscal year 2026 through fiscal year 2031 capital
improvements plan includes $3 million for DGS to improve some of the recreational and public spaces
related to the transfer . After assuming control of the land, DGS will identify additional significant
improvements needed and plan for those when funding becomes available. DGS can absorb the cost
of ongoing maintenance and any other minor improvements within the agency’s existing budgeted
resources.

The District Department of Transportation (DDOT) has reviewed the application materials provided by the Office
of the Surveyor. The purpose of this memorandum is to provide DDOT’s comments on the proposed Transfer of
Jurisdiction.
OVERVIEW
The District of Columbia Department of General Services (DGS) seeks to apply for a Transfer of Jurisdiction
between the National Park Service (NPS) and DGS on behalf of the District of Columbia government for an
approximately 222,934-square-foo
t property comprising a portion of the Rock Creek and Potomac Parkway on
Reservation No. 360. The site, shown in Figure 1 below, is located to the north and east of N Street NW,
between 23rd and 25th streets and will help facilitate the management of and improvements to the Francis Dog
Park, Francis Pool, an athletic field for the recently renovated John Francis Education Campus, a basketball court,
and tennis courts, which are operated by the Department of Parks and Recreation and District of Columbia
Public Schools. DDOT does not have any comment on the proposed Transfer of Jurisdiction because the subject
site does not include or affect the District’s public right-of-wa
y or transportation network.
RECOMMENDATION
DDOT supports the proposed transfer of jurisdiction to DGS for the 222,934-square-foot site.

he United States Department of the Interior, National Park Service (NPS), has submitted for approval the
transfer of jurisdiction of lands to the District of Columbia (District). The subject property is a portion of
Reservation 360 which is located within Rock Creek Park. The site is located west of 23rd Street, north of
N Street, west of 25th Street, and north of M Street in northwest Washington, DC. The property is adjacent
to the Francis -Stevens School and Field which were previously transferred from NPS to the District for
school and related purposes. The District proposes assuming administrative jurisdiction of the subject area
to promote expanded recreational and educational opportunities through improvement of the existing
recreational facilities and programming at Francis Dog Park, the Francis Pool, and the basketball and tennis
courts. This transfer will also support the use of the outdoor space in the recreational field location north of
the Francis-Stevens School. In response to community feedback, the transfer does not include the Francis
athletic field, which is located to the south of the Francis Dog Park. The Francis athletic field will remain
under jurisdiction of NPS.

rancis Dog Park and Francis Pool are public facilities that are currently operated by the D istrict
Department of Parks and Recreation (DPR) pursuant to a prior Transfer of Jurisdiction and Memorandum
of Agreement. The District Department of General Services ( DGS) and District of Columbia Public
Schools (DCPS) recently completed a renovation of the school building that is now known as the John
Francis Education Campus. To the north of the school is an athletic field and basketball court that are used
by students of the s chool. The tennis courts located adjacent to 23rd Street , NW and to the east of the
school are used by the general public and are currently managed by NPS. The proposed transfer of
jurisdiction will help to facilitate maintenance and planned renovations of the recreational facilities.
Specifically, the DGS and DPR plan to renovate and expand the Francis Dog Park, replace lighting at the
tennis courts, and re-surface the tennis courts and basketball courts. Additional renovations, including those
to the Pool House and the field to the north of the Francis-Stevens School, are also envisioned in the future.
The transfer of jurisdiction will provide for a managerial framework for completing the planned renovations
and on-going maintenance to the r ecreational facilities. Overall, staff finds the transfer will improve the
efficiency of land management for the site without any negative impact to other federal lands.

The Coordinating Committee reviewed the proposed transfer at its May 14, 2025 meeting. Without
objection, the Committee forwarded the proposed transfer of jurisdiction to the Commission with the
statement that the proposal was coordinated with all particip ating agencies. The participating agencies
included NPS, the U.S. General Services Administration, the U.S. Commission of Fine Arts, the District
Department of Transportation, the District of Columbia Office of Planning (DCOP) , the District of

Washington Metropolitan Area Transit Authority. DCOP noted that because the property is currently under
federal control, it is not zoned. Therefore, the property will need to be rezoned once the transfer to the
District is complete.
NPS and NCPC each have an independent responsibility to comply with the National Environmental Policy
Act (NEPA). The National Park Service submitted a categorical exclusion C.2 regarding “Land exchanges
which will not lead to significant changes in the u se of the land.” NCPC staff determined that categorical
exclusion #7 applies, which includes the “approval of transfers of jurisdiction pursuant to 40 U.S.C. § 8124
that are not anticipated to result in changes in land-use and that have no potential for environmental impact.”
The proposed transfer will not alter the use of the land for recreational purposes. Staff determined that no
extraordinary circumstances existed prior to applying the categorical exclusion.
NPS and NCPC also have an independent responsibility to comply with the National Historic Preservation
Act (NHPA). The National Park Service submitted a determination of "No Adverse Effect" on historic
resources to the District of Columbia State Historic Preservation Office (SHPO), who concurred with the
determination conditioned upon execution and recording of the transfer covenant associated with the
transfer of jurisdiction and that NPS provides the SHPO with a copy of the recorded covenant. NCPC has
designated NPS the lead federal agency for the purposes of complying with Section 106 of the NHPA.

he United States Department of the Interior, National Park Service (NPS), has submitted for approval the
transfer of jurisdiction of lands to the District of Columbia (District). The subject property is a portion of
Reservation 360 which is located within Rock Creek Park. The site is located west of 23rd Street, north of
N Street, west of 25th Street, and north of M Street in northwest Washington, DC. The property is adjacent
to the Francis -Stevens School and Field which were previously transferred from NPS to the District for
school and related purposes. The District proposes assuming administrative jurisdiction of the subject area
to promote expanded recreational and educational opportunities through improvement of the existing
recreational facilities and programming at Francis Dog Park, the Francis Pool, and the basketball and tennis
courts. This transfer will also support the use of the outdoor space in the recreational field location north of
the Francis-Stevens School. In response to community feedback, the transfer does not include the Francis
athletic field, which is located to the south of the Francis Dog Park. The Francis athletic field will remain
under jurisdiction of NPS.

rancis Dog Park and Francis Pool are public facilities that are currently operated by the D istrict
Department of Parks and Recreation (DPR) pursuant to a prior Transfer of Jurisdiction and Memorandum
of Agreement. The District Department of General Services ( DGS) and District of Columbia Public
Schools (DCPS) recently completed a renovation of the school building that is now known as the John
Francis Education Campus. To the north of the school is an athletic field and basketball court that are used
by students of the s chool. The tennis courts located adjacent to 23rd Street , NW and to the east of the
school are used by the general public and are currently managed by NPS. The proposed transfer of
jurisdiction will help to facilitate maintenance and planned renovations of the recreational facilities.
Specifically, the DGS and DPR plan to renovate and expand the Francis Dog Park, replace lighting at the
tennis courts, and re-surface the tennis courts and basketball courts. Additional renovations, including those
to the Pool House and the field to the north of the Francis-Stevens School, are also envisioned in the future.
The transfer of jurisdiction will provide for a managerial framework for completing the planned renovations
and on-going maintenance to the r ecreational facilities. Overall, staff finds the transfer will improve the
efficiency of land management for the site without any negative impact to other federal lands.

The Coordinating Committee reviewed the proposed transfer at its May 14, 2025 meeting. Without
objection, the Committee forwarded the proposed transfer of jurisdiction to the Commission with the
statement that the proposal was coordinated with all particip ating agencies. The participating agencies

This cover letter is submitted on behalf of the District of Columbia Department of General
Services (“DGS”) in support of an application for the Transfer of Jurisdiction between the U.S.

behalf of the District of Columbia government, of approximately 222,934 sq. ft. (the “Property”)
of NPS property comprising a portion of Rock Creek and Potomac Parkway (Reservation 360) for
recreation and related purposes. This Transfer of Jurisdiction will help facilitate the management
of and improvements to the Francis Dog Park, Francis Pool, an athletic field for the John Francis
Education Campus , a basketball court, and tennis courts (collectively, the “ Recreational
Facilities”).1

The Recreation Facilities are part of a large park in Washington DC’s West End
neighborhood that is circumscribed by Rock Creek (to the north and west), M Street and N Street
NW (to the south), and 23rd and 25th Street NW (to the east). Francis Dog Park and Francis Pool
are public facilities that are currently operated by the D.C. Department of Parks and Recreation
(“DPR”) pursuant to a prior Transfer of Jurisdiction and Memorandum of Agreement. DGS and

Zone: It appears that the property is unzoned. Adjacent private lands are
unzoned (to the north and west), RA-2/DC (moderate density residential)
to the east, and MU-10 (medium to high density mixed use) to the south.
A transfer of the property to the District may result in a need to zone the
lands, since District projects are subject to District zoning.
Request: Transfer of jurisdiction of specified lands from NPS to DGS.
Size: According to the application, approximately 222,934 square feet.
Proposal: According to the application, DGS and DCPS recently completed
renovations to John Francis Education Campus . To the north of the
School are athletic field s and a basketball court that are used by the
School. Tennis courts used by the general public are located adjacent to
23rd Street NW and are managed by NPS.
The proposed transfer of jurisdiction would facilitate maintenance and
plans by DGS and DPR to renovate and expand Francis Dog Park, replace
lighting at the tennis courts, and re -surface the tennis courts and
basketball courts. Additional renovations, including to the Pool House
and the field to the north of the School, are also envisioned in the future.

III. CONCLUSIONS
The information provided by the appl icant is adequate to meet the requirements for OP review, and OP
has no objection to this proposal.

Designation:
Land Use Map – Predominantly Parks, Recreation, and Open Space ; a
small portion of the site appears to be designated for Local Public
Facilities
Generalized Policy Map – Predominantly Parks, Recreation and Open
Space; a small portion of the lot appears to be designated Neighborhood
Conservation Area.
The proposal is not inconsistent with these designations.
Comprehensive Plan: The proposal would particularly further objectives of the Land Use,
Environmental Protection, Parks, Recreation, and Open Space (PROS),
and Education Elements of the Comprehensive Plan, in that it would
facilitate maintenance and improvements to recreational facilities,
including Francis Dog Park, tennis and basketball courts, and the pool
house and field to the north of John Francis Education Campus.
The Land Use and PROS Elements call for continued work to transfer
federally owned sites to local control for parkland opportunities (LU -
1.3.A, PROS-3.1.F), as well as for community-friendly management of
recreation sites ( LU 306.3). PROS also calls for park safety and for
continuing maintenance, renovation, and upgrading of the District’s parks
and recreational facilities (PROS-2.2.1 & 2.2.2).
The Education Element calls for improvement to facilities, including
adjoining athletic fields and playgrounds (EDU -1.5.7). The proposed
improvements that would be facilitated would serve all neighborhood
residents, providing additional opportunities for recreation and access to
park space.
The site is within the Near Northwest Area, which does not include
guidance for this specific site but generally encourages Park Partnerships
(NNW-1.2.5), and increasing park use and area (NNW-1.2.6). The site is
not within a Policy Focus Area or a small area plan.
As such, and as the transfer would allow improvements to facilities which
serve all residents , the proposed transfer of jurisdiction would not be
inconsistent with the Comprehensive Plan maps or policies, including
when viewed through a Racial Equity Lens.

The District Department of Transportation (DDOT) has reviewed the application materials provided by the Office
of the Surveyor. The purpose of this memorandum is to provide DDOT’s comments on the proposed Transfer of
Jurisdiction.
OVERVIEW
The District of Columbia Department of General Services (DGS) seeks to apply for a Transfer of Jurisdiction
between the National Park Service (NPS) and DGS on behalf of the District of Columbia government for an
approximately 222,934-square-foot
property comprising a portion of the Rock Creek and Potomac Parkway on
Reservation No. 360. The site, shown in Figure 1 below, is located to the north and east of N Street NW,
between 23rd and 25th streets and will help facilitate the management of and improvements to the Francis Dog
Park, Francis Pool, an athletic field for the recently renovated John Francis Education Campus, a basketball court,
and tennis courts, which are operated by the Department of Parks and Recreation and District of Columbia
Public Schools. DDOT does not have any comment on the proposed Transfer of Jurisdiction because the subject
site does not include or affect the District’s public right-of-way
or transportation network.
RECOMMENDATION
DDOT supports the proposed transfer of jurisdiction to DGS for the 222,934-square-foot site.
