To declare the existence of an emergency with respect to the need to confirm the appointment of 16
Vince Micone to the District of Columbia Water and Sewer Authority Board of Directors. 17

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 19
resolution may be cited as the “District of Columbia Water and Sewer Authority Board of Directors 20
Vince Micone Confirmation Emergency Declaration Resolution of 2026”. 21
Sec. 2. (a) The District of Columbia Water and Sewer Authority (“DC Water”) is governed 22
by a Board of Directors (“Board”), consisting of 11 principal and 11 alternate members. Six board 23
members must be “District residents, appointed by the Mayor with the advice and consent of the 24
Council.” 25
(b) On December 15, 2025, the District of Columbia Water and Sewer Authority Board of 26
Directors Vince Micone Confirmation Resolution of 2026, as introduced on December 15, 2025 27
(P.R. 26-486), was introduced by Chairman Mendelson at the request of the Mayor. The legislation 28
would confirm Vince Micone as an alternate District resident member of the Board. 29

(c) PR26-486 was referred to the Committee on Transportation and the Environment on 30
January 6, 2026, and the Committee held a public roundtable on the measure on March 20, 2026. 31
The Committee did not consider and vote on PR26-486 at its March 24, 2026, Additional Meeting. 32
(d) Without Council action, PR26 -0486 will be deemed disapproved on April 7, 2026. If 33
the Council does not act to confirm Mr. Micone’s nomination at the March 31, 2026, Legislative 34
Meeting and PR26-0586 is disapproved, there will be a vacant seat on the Board reserved for 35
District residents. 36
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 37
emergency circumstances making it necessary that the District of Columbia Water and Sewer 38
Authority Board of Directors Vince Micone Confirmation Emergency Approval Resolution of 39
2026 be adopted on an emergency basis. 40
Sec. 4. This resolution shall take effect immediately. 41
