IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

March 31, 2026

To declare the existence of an emergency with respect to the need to approve Contract No.
CW119873 and Modification Nos. 001, 002 ,003, 004, and 005 with Geographic
Solutions, Inc., and to authorize payment for the goods and services received and to be
received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. CW119873 with Geographic Solutions, Inc.
Approval and Payment Authorization Emergency Declaration Resolution of 2026”.

Sec. 2. (a) There exists an immediate need to approve contract No CW119873 with
Geographic Solutions, Inc. and to authorize payment for the goods and services received and to
be received under the contract.
(b) By contract dated October 3, 2024, the Office of Contracting and Procurement
(“OCP”), on behalf of the Department of Employment Services, engaged Geographic Solutions,
Inc. to operate and maintain the paid family benefits administration system in the not-to-exceed
amount of $1,114,800.
(c) Modification No. 0001 increased the amount for the base period by $86,645 to a total
not-to-exceed amount of $1,201,445.
(d) Modification No. 0002 extended the one-year base period by one month at no
additional cost.
(e) Modification No. 0003 exercised a partial option of option period one in the total not-
to-exceed amount of $382,748 for the period November 2, 2025 through March 3, 2026.
(f) Modification No. 004 exercised the remainder of option period one, increasing the
not-to-exceed amount for option period one by $765,496, from $382,748 to $1,148,244, an
amount over one million dollars.
(g) Modification No. 0005 is a no cost extension from March 5, 2026 through April 7,
2026.
(h) Approval is necessary to allow the continuation of these vital services which can only
be obtained through an award of the contract to Geographic Solutions, Inc.

Sec 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Contract No. CW119873 with Geographic
Solutions, Inc. Approval and Payment Authorization Emergency Act of 2026 be adopted after a
single reading.

Sec. 4. This resolution shall take effect immediately.
