17 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , that this
18 resolution may be cited as the "Real Estate Commission Patrice Richardson Confirmation
19 Resolution of 2026".

28 2853.06(h) as the Board of Real Estate and redesignated as the Real Estate Commission by
29 Mayor's Order 2009-11, dated February 2, 2009, for a term to end December 13, 2028.
3 0 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
31 upon its adoption, to the nominee and to the Mayor.

PATRICE RICHARDSON
Extensive experience in compliance, operational, appropriated, and non-appropriated funds
audits; budget management, and project management. Expert in gathering and analyzing data,
defining business requirements, developing business metrics, re-engineering, and other decision-
making tools. Proven ability in compliance monitoring, technology development, budget

LICENSING ADMINISTRATION
• Responsible for analyzing program operations, recommending best practices, evaluating
automation licensing options, compliance management, for the security licensing
partnership with the Metropolitan Police Department.
• Responsible for the District of Columbia Government Security Licensing Program, that
provide licensing of individuals and agencies private security entity that encompasses an
estimate of 23,000 individuals and agencies. Managed and support includes but is not
limited to the following:
• Provided clear and concise communication to stakeholders, staff, management, and
applicants on the process to become a licensed security professional or agency.
• Responsible for providing clear and concise oral and written communications skills to
discuss analysis and prepare written communications returning from deficiency in the
application and background results in partnership with the Metropolitan Police
Department.
• Understood and interpreted regulations, statues, and laws of the private security licensing
in the District of Columbia.
• Monitored requirements for a third-party license management system, to include
automatic correspondence of the application status from submission to final disposition.
• Managed Program Support Specialists in completing actions that support the
Occupational and Professional Licensing Administration Security program mission to
include: the receipt of all supporting documents requirements and assemble detailed
security package for private security applicants for both DCRA and MPD to determine
suitability and fitness for employment in the security industry within the District of
Columbia.
• Managed and reviewed intake application, log, and/or reviewed request for initial or
updated personnel security documents to ensure required documents submitted are
satisfied prior to initiating background investigations of individuals to determine
suitability and fitness for licensure.
• Responsible for maintaining sensitive investigative data is handled and controlled in a
secure to protect and safeguard the rights of the applicant.
• Taskforce member charged with the development and evaluation of a third-party license
management system. Assisted in management of personnel security database.
• Responsible for providing clear and concise oral and written communications in
preparation of written communications from deficiency in the application and
background results completed by our partnership with the Metropolitan Police
Department.
• Managed and ensure d that sensitive investigative data was handled and controlled in a
secure fashion to protect and safeguard the rights of the applicant and licensee.
• Approved time and correspondence to ensure compliance with policies and procedures.
• Proven ability to multi-task, pay close attention to detail, stay alert and focused, and

Ms
. P atrice Richardson is the former Occupational and Professional
Licensing Program Manager at the Department of Consumer and
Regulatory Affairs.
Ms. Richardson has extensive experience defining business requirements,
developing business metrics, and analyzing data. In her former roles, Ms.
Richardson analyzed program operations, recommended best practices,
evaluated licensing options, and managed compliance for the security
licensing partnership with the Metropolitan Police Department. As a
District of Columbia government program analyst, she provided
administrative guidance to non-health licensing Boards and Commissions
and assisted individuals with the application and/or examination process
in accordance with relevant policies and regulations. In addition, Ms. Richardson served as Project
Analyst, Management Analyst, and Business Manager Analyst for the public sector and a
government sponsored enterprise.
A Ward 4 resident, Ms. Richardson received a Bachelor of Arts from Bennett College and a Master
of Business Administration from Southeastern University. She also earned a Certified Public
Manager designation from George Washington University and the District of Columbia
Department of Human Resources.
