2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1-523.01), and pursuant to D.C. Official Code § 47-2853.06(c), I am pleased
to nominate the following individual:

for appointment as a cosmetologist licensed in the District member of the Board of Barber and
Cosmetology, filling a vacant seat formerly held by Richard DeCarlo, for the remainder of an unexpired
term to end December 13, 2027.

nominee, together with a proposed resolution to assist the Council during the confirmation process.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Kimberley Grimes to the Board of Barber and Cosmetology
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Board of Barber and Cosmetology Kimberley Grimes
Confirmation Resolution of 2026".
Sec. 2. The Council of the District of Columbia confirms the appointment of:
Kimberley Grimes
Ridge Place, SE
Washington, DC 20020
(Ward 8)
as a cosmetologist licensed in the District member of the Board of Barber and Cosmetology,
established by D.C. Official Code§ 47-2853.06(c), filling a vacant seat formerly held by Richard
peCarlo, for the remainder of an unexpired term to end December 13, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

r. Kimberley S. Grimes, DPC, is a distinguished professional in the field
of cosmetology and education. Currently, she serves as a freshman
professor at the award-winning Bennett Career Institute (BCI), where she
inspires and educates the next generation of beauty professionals.
Dr. Grimes is a proud member of Theta Nu Sigma, having pledged in
Spring 2023. She is also a published co- author, contributing her voice to
important conversations around women's experiences.
A Ward 8 resident, Dr. Grimes earned her Bachelor of Business
Management from the University of the District of Columbia. Dr. Grimes
also earned in Bachelor’s, Master’s and Doctorate of Professional
Cosmetology from the National Beauty Culturist League Institute of Cosmetology.
