2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1-523.01), and pursuant to D.C. Official Code § 47-2853.06(c), I am pleased
to nominate the following individual:

for reappointment as a specialty cosmetologist licensed in the District member of the Board of Barber
and Cosmetology, for the remainder of an unexpired term to end December 13, 2028.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18 resolution may be cited as the "Board of Barber and Cosmetology Vernon Martin Confirmation
19 Resolution of 2026".
20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

27 as a specialty cosmetologist licensed in the District member of the Board of Barber and
28 Cosmetology, established by D.C. Official Code§ 47-2853.06(c), for the remainder of an

30 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
31 upon its adoption, to the nominee and to the Office of the Mayor.
32 Sec. 4. This resolution shall take effect immediately.

r. Vernon Martin is the Owner of Vernon Martin Salon and the Creative
Director and Founder of Vema Hair.
Mr. Martin is a hair artisan and entrepreneur who has spent over 20 years
in the hair styling industry. Mr. Martin offers advanced styling classes on
haircutting approaches, hair and scalp treatments, and weaving
techniques. Mr. Martin’s client list boasts of numerous high-profile public
figures and celebrities. His creations have been featured in the pages of
prominent magazines such as Glamour, People, Essence, Ebony, U.S.
Weekly, and Sister 2 Sister and on red carpet media events including the
BET Awards, MTV Fashion Awards, and several others. In addition, Mr.
Martin has styled guests on various television shows including Oprah,
Good Morning America, and Jimmy Kimmel Live.
A business owner, Mr. Martin also established the Studio One salon and day spa in 1998 to serve
long-term clients and mentor a new generation of talent artists in his hometown of Washington,
DC.
A Ward 1 resident, Mr. Martin received advanced training from Vidal Academy and Graham Webb
International programs and graduated from the Scanner Beauty Academy.
