17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18 resolution may be cited as the "Board of Barber and Cosmetology Anwar Saleem Confirmation
19 Resolution of 2026".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

r. Anwar Saleem is the Executive Director and founder of H Street
Main Street, Incorporated, a non- profit organization dedicated
to business retention and the commercial revitalization of the H Street
corridor. He also currently serves as Chairperson and a mem ber of the
Board of Barber and Cosmetology.
Mr. Saleem’s economic growth strategy has supported the influx of
3,600 new jobs on the H Street Corridor, an area where he has owned a
salon since 1989. As Chairperson of the Board of Barber and
Cosmetology, Mr. Saleem is a champion of regulatory reform and
license mobility and is a driving force behind idea incubation to address
anti-regulation, embrace transparency, and improve technology.
Mr. Saleem was elected as President of the National Interstate Council of States Boards of
Cosmetology and has served as a subject matter expert in the cosmetology industry. Mr. Saleem
continues to work as a volunteer in civic, advocacy, and youth development organizations that
strengthen communities in Washington, D.C. Mr. Saleem has earned several accolades for his
contributions, including recognition as a Certified Main Street Manager and the National Main
Street Center Livable Walkable Award, DC Humanities Council Award, and Great American
Main Street Award. In addition, Mr. Saleem was recognized as an Outstanding Summer Youth
Employment Program Provider.
A Ward 1 resident, Mr. Saleem received a diploma from McKinley Technology High School.
