Amendment Act of 2018, effective October 30, 2018 (D.C. Law 22-168, D.C. Official Code § 5-

Dr. Joseph Richardson
Dr. Joseph B. Richardson, Jr., is an Associate Professor of Criminology
and Medical Anthropology in the Departments of African -American
Studies and Anthropology at the University of Maryland at College Park.
Dr. Richardson also has a secondary appointment as Associate Professor
in the Department of Epidemiology and Public Health (Division of
Preventive Medicine) at the University of Maryland School of Medicine.
He completed his doctoral studies at Rutgers University School of
Criminal Justice and his bachelor's degree in African and African -
American Studies at the University of Virginia. Dr. Richardson has been
awarded several prestigious fellowships: Spencer Foundation Post -
Doctoral Research Fellowship at the University of Chicago and a National
Institute of Mental Health Clinical Scholars Research Training Fellowship in HIV/AIDS, Mental
Health and Substance Use in Correctional Healthcare at the Morehouse School of Medicine and
the University of North Carolina School of Medicine.
He is also a recipient of the Mid -Career Scholars Award from the Robert Wood Johnson
Foundation New Connections Program. Dr. Richardson’s research focuses on three areas: 1)
violence and trauma among Black boys and young Black men; 2) incarceration as a social
determinant of health; and 3) parenting strategies for low -income Black boys. Dr. Richardson is
one of the founders as well as the Program and Research Director for the Capital Region Violence
Intervention Program (CAP -VIP), a hospital -based violence intervention program, at the
University of Maryland Prince George’s Hospital Center. CAP -VIP provides psychosocial
services for survivors of violent injury with the aim to reduce trauma and criminal recidivism. Dr.
Richardson is also the Research Partner f or the Prince George’s County Innovations in Reentry
Initiative funded by the U nited States Department of Justice to assess reentry outcomes among
young men released from the Prince George’s County Jail.
A Maryland resident, Dr. Richardson earned his Bachelor of Arts in African and African-American
Studies from the University of Virginia. He also earned his Master of Arts and Doctorate in
Criminology and Criminal Justice from Rutgers University.
