IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve Modification Nos.
M0005 and M0006 and proposed Modification No. M0007 to Contract No. CW119504
with CORE DC, LLC, and to authorize payment for the services received and to be
received under the modifications.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M0005, M0006 and M0007 to Contract No.
CW119504 with CORE DC, LLC Approval and Payment Authorization Emergency Declaration
Resolution of 2026”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0005 and
M0006 and proposed Modification No. M0007 to Contract No. CW119504 with CORE DC,
LLC, and to authorize payment for the services received and to be received under the
modifications.
(b) On September 25, 2025, by Modification No. M0004, the Office of Contracting and
Procurement, on behalf of the Department of Human Services, exercised option year one of
Contract No. CW119504 with CORE DC, LLC to provide short-term family housing in the not-
to-exceed amount of $2,068,216.18.
(c) Modification No. M0005 increased the not-to-exceed amount of option period one by
$865,756.86, from $2,068,216.18 to $2,933,973.04.
(d) Modification No. M0006 was an administrative modification.
(e) Proposed Modification No. M0007 will increase the not-to-exceed amount of option
period one by $865,756.86, from $2,933,973.04 to $3,799,729.90.
(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary because the modifications will increase the value of the contract to more than $1
million during a 12-month period.

(g) Approval is necessary to allow the continuation of these vital services. Without this
approval, CORE DC, LLC cannot be paid for services provided in excess of $1 million for the
period of October 1, 2025 through September 30, 2026.

Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances, making it necessary that the Modification Nos. M0005, M0006 and
M007 to Contract No. CW119504 with CORE DC, LLC Approval and Payment Authorization
Emergency Act of 2026 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
