American Affairs Establishment Act of 2012, effective March 14, 2012 (D.C. Law 19 -106; D.C.
Official Code § 3-1441), I am pleased to nominate the following individual:

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Randall Henderson to the Commission on African-American
Affairs.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Commission on African-American Affairs Randall Henderson
Confirmation Resolution of 2026".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a public member of the Commission on African-American Affairs, established pursuant to
section 2 of the Commission on African-American Affairs Establishment Act of 2012, effective
March 14, 2012 (D.C. Law 19-106; D.C. Official Code§ 3-1441), filling a vacant seat formerly
held by Dr. Niambi Carter, for the remainder of an unexpired term to end July 8, 2026, and for a
subsequent term to end July 8, 2029.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Mayor.
Sec. 4. This resolution shall take effect immediately.

an Assistant Professor. I served in the capacities of a Didactic, Lab, and Clinical Faculty,
teaching major curriculum core courses. These major core courses prepare students to qualify
to take the National Examination in Radiography of The American Registry of Radiography
Technology. In an effort to broaden the student's exposure and learning flexibility, I established
two clinical affiliations and assisted with program preparation for accreditation by JRCERT. This
includes rewriting the curriculum, and making sure that all present activities are in set rulings of
the Accrediting body JRCERT, which accepted me as the Clinical Coordinator for this program. I
supervise Clinical Instructors (Adjunct Faculty) at four Clinical Affiliate Hospitals. When I
accepted position in September 2001, there was only one Hospital affiliated with this program
(V.A.M.C.). I have worked diligently since then to acquire three additional hospitals, which have
been approved as sites by the JRCERT (Howard University Hospital, Greater Southeast
Community Hospital, and INOVA Fairfax Hospital). I have been involved in redesigning the
syllabus to be in compliance with National Accreditation requirements. I also have been
involved with preparation for the on sight visitation by the JRCERT for maintaining
accreditation (site visit February 25, 26, 2002). As a result of untiring efforts, the Medical
Radiography Program of the District of Columbia has been awarded an eight-year accreditation
by JRCERT.

renewed eight year accreditation from JRCERT.

As a Lithotripsy Specialist - performed non-invasive surgery using extracorporeal shockwave
therapy. Using the Downier Compact Delta, transfer shock wave energy to annihilate kidney
stones. In this capacity I scheduled patients for procedure, assisted nurse in triaging, and did
billing, for procedure. Radiation Safety Officer - Provide detail information in conjunction
with set policies of the state in which machine is performing treatments, monitor amount of
radiation each employee receives. Also orchestrated the posting of radiation notification

Project Manager- Coordinate move of machinery to hospitals in which procedure is
administered, in this capacity I orchestrated with driver and hospitals when machinery is
moved. Also trained two divers’ on how to effectively move machine, and proper methods of
mounting for safe travel, also trained replacement technologist to perform lithotri psy
procedure. I am now considered a PRN subcontractor.

r. Randall Henderson is a long- time District of Columbia resident and
has been a healthcare provider for 35 years. He is an MRI Technologist at
Medstar Southern Maryland Hospital. Mr. Henderson also virtually
teaches radiation physics to students at the University of Haiti, preparing
them to take the National Registry Exam.
A Ward 5 resident, Mr. Henderson earned his Associate of Science in
Radiologic Sciences from the University of the District of Columbia, his
Bachelor of Science in Organizational Management from Columbia
Union College, and his Master of Business Administration from National
Louis University.
