Finance Agency Act, effective March 3, 1979 (D.C. Law 2-135; D.C. Official Code § 42-2702.02), I

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
19 resolution may be cited as the "Board of Directors of the District of Columbia Housing Finance
20 Agency Edward Fisher Confirmation Resolution of 2026".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

r. Edward Fisher is the president and founder of The Fisher Group,
LLC, a government affairs and lobbying firm in Washington, DC. He
currently consults and lobbies on behalf of clients in the healthcare,
public utilities, real estate, and higher education spaces.
Mr. Fisher is an experienced government affairs and real estate
professional in both the public and private sectors. He previously served
as the Assistant Vice President for Community & Government Affairs at
American University where he oversaw the creation and implementation
of the campus plan in addition to managing the university’s legislative
and neighbor relations. Prior to that he was appointed by Washington,
D.C. Mayor Muriel Bowser as the Executive Director of the St.
Elizabeths East Development where he managed all aspects of the largest land mass real estate
project in Washington, D.C., with investments projected to exceed $2 billion dollars. The first
phase of the project included a practice facility for the Washington Wizards & Mystics, a 4,200-
seat entertainment and sports arena, and a mix of affordable and market rate housing, commercial
office and retail space.
Mr. Fisher has an extensive background in local government holding various leadership positions
with the Council of the District of Columbia including Chief of Staff, Committee Director, and
Legislative Counsel. In these roles he drafted legislation, advised on policies, directed legislative
strategies, initiated community engagement, and managed the day-to-day operations of a Council
office. He also served as the Director of Community Affairs for CareFirst BlueCross BlueShield,
the prominent health insurance carrier in the region, where he developed and implemented
strategies for community investments and corporate philanthropy. He also worked in the financial
services sector at SunTrust Bank before working in litigation at the Office of the Comptroller of
the Currency and the Federal Election Commission.
Mr. Fisher served as a Commissioner on the DC Housing Authority, an Advisory Board Member
for Girls on the Run- DC, co-founder of the Man Up! Leadership Bootcamp, The Lifting As We
Climb Foundation, is a member of the Urban Land Institute, and received the 2012 Community
Leadership Award from Uptown Magazine.
Mr. Ed Fisher earned his Bachelor of Business Administration from Hampton University and his
Juris Doctor from the Catholic University of America.
