A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

May 5, 2026

To declare the existence of an emergency with respect to the need to approve Modification No.
M03 and proposed Modification No. M04 to Contract No. DCPL-2022-C-0027C with
Ingram Library Services, LLC, and to authorize payment for the goods and services
received and to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modifications Nos. M03 and M04 to Contract No. DCPL-2022-
C-0027C with Ingram Library Services, LLC Approval and Payment Authorization Emergency
Declaration Resolution of 2026”.

Sec. 2. (a) There exists an immediate need to approve Modification No. M03 and
proposed Modification No. M04 to Contract No. DCPL-2022-C-0027C with Ingram Library
Services, LLC to ensure continuity of purchasing collection materials systemwide and to
authorize payment for the goods and services received and to be received under
the modifications.
(b) On September 30, 2025, the District of Columbia Public Library
executed Modification No. M03, exercising Option Year 3 for the period beginning October 1,
2025, through September 30, 2026, in the not-to-exceed amount of $950,000.
(c) Proposed Modification No. M04 would increase the not-to-exceed amount of the
contract by $250,000, to a total not-to-exceed amount of $1,200,000.
(d) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary because the modifications will increase the value of the contract to more than
$1 million during a 12-month period.
(e) Council approval is necessary to allow the continuation of these
vital services. Without Council approval, Ingram Library Services, LLC cannot be paid for goods
and services provided in excess of $1 million for the period beginning October 1, 2025, through
September 30, 2026.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the

Services, LLC Approval and Payment Authorization Emergency Act of 2026 be adopted after a
single reading.

Sec. 4. This resolution shall take effect immediately.
