Dear Chairman Mendelson:
Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the “Modifications Nos. M03 and M04 to Contract No. DCPL-2022-C-0027C with
Ingram Library Services, LLC Approval and Payment Authorization Emergency Act of 2026” and
the accompanying emergency declaration resolution.
The legislation will approve Modifications Nos. M03 and M04 to Contract No. DCPL-2022-C-
0027C with Ingram Library Services, LLC to furnish and deliver books, materials, and selected
services. In addition, the legislation will approve payment for the goods and services received
and to be received under the modifications.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
declare the existence of an emergency with respect to the need to approve Contract
Modification No. M03 and proposed Modification No . M04 to Contract No. DCPL-2022-
C-0027C with Ingram Library Services, LLC , and to authorize payment for the goods and
services received and to be received under the contract and modifications.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23 resolution may be cited as the "Modifications Nos. M03 and M04 to Contract No. DCPL-2022-C-
24 0027C with Ingram Library Services, LLC Approval and Payment Authorization Emergency
25 Declaration Resolution of 2026".
26 Sec. 2.(a) There exists an immediate need to approve Modification No. M03 and proposed
27 Modification No. M04 to Contract No. DCPL-2022-C-0027C with Ingram Library Services, LLC
28 to ensure continuity of purchasing collection materials systemwide and to authorize payment for
29 the goods and services received and to be received under the contract and modifications.
30 (b) On September 30, 2025, the District of Columbia Public Library executed Contract
31 No. M03 exercising Option Year Three of the contract for the period beginning October 1, 2025,
32 through September 30, 2026, with Ingram Library Services, LLC to provide books, materials and
33 related services in the not-to-exceed amount of $950,000.

(c) Proposed Modification No. M04 shall increase the not-to-exceed amount of the contract 34
by $250,000, to a total not-to-exceed amount of $1,200,000. 35
(d) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 36
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1 -204.51(b)(1)), Council approval is 37
necessary since the modification will increase the value of the contract to more than 38
$1 million during a 12-month period. 39
(e) Approval is necessary to allow the co ntinuation of these vital services. Without this 40
approval, Ingram Library Services, LLC cannot be paid for goods and services provided in excess 41
of $1 million for the period beginning October 1, 2025, through September 30, 2026. 42
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 43
emergency circumstances, making it necessary that Modification No. M03 and proposed 44
Modification No. M04 to Contract No. DCPL-2022-C-0027C with Ingram Library Services, LLC 45
Approval and Payment Authorization Emergency Act of 2026 be adopted after a single reading. 46
Sec. 4. This resolution shall take effect immediately. 47
