To confirm the appointment of Dr. Andrea Headley to the Police Complaints Board.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Police Complaints Board Dr. Andrea Headley Confirmation
Resolution of 2026".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as the at-large member of the Police Complaints Board, established by section 5 of the Office of
Citizen Complaint Review Establishment Act of 1998, effective March 26, 1999 (D.C. Law 12-

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Mayor.
Sec. 4. This resolution shall take effect immediately.

D
r. Andrea M. Headley is an Associate Professor and the Faculty Director
of the Evidence for Justice Lab at the McCourt School of Public Policy at
Georgetown University. She is also an Affiliate Fellow at the Center for
Innovations in Community Safety at Georgetown Law, an elected
member on the Council on Criminal Justice, an expert member of the
National Criminal Justice Association’s Crime and Justice Research
Alliance, an affiliated scholar at the National Policing Institute, and a
member of the International Association of Chiefs of Police’s Research
Advisory Committee.
At the heart of her research is the question of how to create a more
effective and equitable criminal justice system. Dr. Headley’s research
has focused primarily on policing and public safety to understand how organizational-, managerial-
, and individual -level factors affect police -community relations. She conducts both quantitative
and qualitative research, working actively with criminal justice agencies and community -based
organizations. Examples of her prior work include evaluating police innovation and training,
assessing police-community relations in communities of color, evaluating race and police use of
force, analyzing accountability mechanisms such as police body- worn cameras and civilian
oversight boards, and exploring the racial and gendered norms and cultures in policing. She has
been featured as a subject matter expert in news outlets such as ABC, CBS, NPR, and PBS News.
Combining insights from public management, organizational behavior, social equity, and criminal
justice, her research has been published in journals including the Public Administration Review,
the American Review of Public Administration, the Journal of Criminal Justice, and Policing and
Society, and funded by the American Institutes for Research, Arnold Ventures, Department of
Justice, National Science Foundation, and the Ohio S tate University’s Drug Enforcement and
Policy Center.
A Ward 6 resident, Dr. Headley earned her Bachelor of Science in Criminology from the
University of Miami and her Master of Science in Criminal Justice and Doctor of Philosophy in
Public Affairs from Florida International University.
