To declare the existence of an emergency, due to congressional review, with respect to the need to 8
amend the Business Improvement Districts Act of 1996 to authorize the establishment and 9
administration of the Soul of the City Business Improvement District. 10

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 12
resolution may be cited as the “Soul of the City Business Improvement District Congressional 13
Review Emergency Declaration Resolution of 2026”. 14
Sec. 2. (a) In January 2026, the Council passed the Soul of the City Business 15
Improvement District Emergency Amendment Act of 2026, effective January 22, 2026 (D.C. Act 16
26-246; 73 DCR 1058) (“emergency legislation”). This bill authorized the establishment and 17
administration of the Soul of the City Business Improvement District on an emergency basis. 18
(b) In February 2026, the Council passed the Soul of the City Business Improvement 19
District Amendment Act of 2026 on second reading, effective March 2, 2026 (D.C. Act 26-264; 20

73 DCR 3126) (“permanent legislation”). This bill authorized the establishment and 21
administration of the Soul of the City Business Improvement District. 22
(b) The emergency legislation expires on April 22, 2026, before the permanent legislation 23
is projected to become law on April 30, 2026. 24
(d) It is important that the provisions of the emergency legislation continue in effect, 25
without further interruption, until the permanent legislation is in effect. 26
Sec. 3. The Council of the District of Columbia determines that the circumstances 27
enumerated in section 2 constitute emergency circumstances making it necessary that the Soul of 28
the City Business Improvement District Congressional Review Emergency Amendment Act of 29
2026 be adopted after a single reading. 30
Sec. 4. This resolution shall take effect immediately. 31
