A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

May 5, 2026

To declare the existence of an emergency with respect to the need to approve Modification Nos.
40, 41, 42, and 43 to Contract No. DCRL-2021-C-0034 with the National Center for
Children and Families, and to authorize payment for the goods and services received and
to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. 40, 41, 42, and 43 to Contract No. DCRL-
2021-C-0034 with the National Center for Children and Families Approval and Payment
Authorization Emergency Declaration Resolution of 2026”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. 40, 41, 42, and
43 to Contract No. DCRL-2021-C-0034 with the National Center for Children and Families
(“NCCF”) for temporary safe haven placement services, and to authorize payment for the goods
and services received and to be received under the Contract.
(b) On March 11, 2026, the Child and Family Services Agency (“CFSA”) executed
Modification No. 40 to update the pricing schedule to include $999,999.99 for an 18-day sole-
source extension of the contract.
(c) On March 11, 2026, CFSA executed Modification No. 41 to exercise an 18-day sole
source extension for the period March 17, 2026, through April 3, 2026, in the not-to-exceed
amount of $999,999.99.
(d) Modification No. 42 would update the pricing schedule to include $10,099,308.12 for
a 180-day sole source extension of the contract.
(e) Modification No. 43 would exercise a 180-day sole source extension for the period
April 4, 2026, through September 30, 2026, in the not-to-exceed amount of $10,099,308.12. The
total not-to-exceed amount for the period March 17, 2026, through September 30, 2026, is
$11,099,308.11.
(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary because the modifications will increase the value of the contract by more than $1
million during a 12-month period.

(g) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, NCCF cannot be paid for goods and services provided in excess of $1
million for the period March 17, 2026, through September 30, 2026.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. 40, 41, 42, and 43 to Contract No. DCRL-2021-C-0034 with the National
Center for Children and Families Approval and Payment Authorization Emergency Act of 2026
be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
