18 To declare the existence of an emergency with respect to the need to approve Modification Nos.
19 40, 41, 42, and 43 to Contract No. DCRL-2021-C-0034 with the National Center for
20 Children and Families, and to authorize payment for the goods and services received and
21 to be received under the modifications.

23 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
24 resolution may be cited as the "Modification Nos. 40, 41, 42, and 43 to Contract No. DCRL-
25 2021-C-0034 with the National Center for Children and Families Approval and Payment
26 Authorization Emergency Declaration Resolution of 2026".
27 Sec. 2. (a) There exists an immediate need to approve Modification Nos. 40, 41, 42, and
28 43 to Contract No. DCRL-2021-C-0034 with the National Center for Children and Families
29 ("NCCF") for temporary safe haven placement services, and to authorize payment for the goods
30 and services received and to be received under the modifications.
31 (b) On March 11, 2026, the Child and Family Services Agency ("CFSA") executed
32 Modification No. 40 to update the pricing schedule of Contract No. DCRL-2021-C-0034 to
33 include $999,999.99 for an 18-day sole source extension of the contract.

(c) On March 11, 2026, CFSA executed Modification No. 41 to exercise an 18-day sole 34
source extension of Contract No. DCRL-2021-C-0034 for the period March 17, 2026, through 35
April 3, 2026 in the not-to-exceed amount of $999,999.99. 36
(d) Modification No. 42 will update the pricing schedule Contract No. DCRL-2021-C-37
0034 to include $10,099,308.12 for a 180-day sole source extension of the contract. 38
(e) Modification No. 43 will exercise a 180-day sole source extension of Contract No. 39
DCRL-2021-C-0034 for the period April 4, 2026, through September 30, 2026 in the not-to-40
exceed amount of $10,099,308.12. The total not-to-exceed amount of the sole source extension 41
for the period March 17, 2026, through September 30, 2026 is $11,099,308.11. 42
(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 43
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is 44
necessary since the modifications will increase the value of the contract by more than $1 million 45
during a 12-month period. 46
(g) Approval is necessary to allow the continuation of these vital services. Without this 47
approval, NCCF cannot be paid for goods and services provided in excess of $1 million for the 48
period March 17, 2026, through September 30, 2026. 49
Sec. 3. The Council of the District of Columbia determines that the circumstances 50
enumerated in section 2 constitute emergency circumstances making it necessary that the 51
Modification Nos. 40, 41, 42, and 43 to Contract No. DCRL-2021-C-0034 with the National 52
Center for Children and Families Approval and Payment Authorization Emergency Act of 2026 53
be adopted after a single reading. 54
Sec. 4. This resolution shall take effect immediately. 55
