Dear Chairman Mendelson:
In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1-523.01), and pursuant to section 205 of the Washington Convention Center
Authority Act of 1994, effective September 28, 1994 (D.C. Law 10-188; D.C. Official Code § 10 –
1202.05), I am pleased to nominate the following individual:
Mr. Joslyn Williams

Washington, DC 20024

for appointment as the organized labor member of the Washington Convention and Sports Authority
Board of Directors, filling a vacant seat formerly held by John Boardman, for the remainder of an
unexpired term to end May 16, 2029.
Enclosed, you will find biographical information detailing the experience of the above-m entioned
nominee, together with a proposed resolution to assist the Council during the confirmation process.

IN TH E COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Joslyn Williams to the Washington Convention and Sports
Authority Board of Directors.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
resolution may be cited as the "Washington Convention and Sports Authority Board of Directors
Joslyn Williams Confirmation Resolution of 2026".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

Washington, DC 20024
(Ward 6)
as the organized labor member of the Washington Convention and Sports Authority Board of
Directors, established by section 205 of the Washington Convention Center Authority Act of
1994, effective September 28, 1994 (D.C. Law 10-188; D.C. Official Code§ 10-1202.05),
filling a vacant seat formerly held by John Boardman , for the remainder of an unexpired term to
end May 16, 2029.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Mayor.
Sec. 4. This resolution shall take effect immediately.

r. Joslyn N. Williams was a member of the Metropolitan Washington
Airport Authority (MWAA) Board of Directors and served as President
(and first African -American) of the Metropolitan Washington Council,
AFL-CIO, from 1982 until his retirement in 2016.
M
r. Williams served as Director of AFSCME Council 26, representing
federal employees. As an employee at the Library of Congress, Mr.
Williams increased membership in its union threefold. He served as the
Assistant Director of the AFL-CIO Department of Field Mobilization and
is a former regional director of the Coalition of Black Trade Unionists.

r. Williams has served in the District of Columbia as a member of many boards and
commissions, including the Tax Revision Commission, the Unemployment Compensation Study
Commission, the Anacostia Waterfront Corporation, the DC Convention Center Board, and
commissions which developed proposals for health care coverage, and telecommunications and
cable television. He served as a member, and as the Vice Chairman of the Workforce Investment
Council in the District of Columbia.

r. Williams served as an election observer for the first universal elections in South Africa, and
has traveled extensively in Europe, Africa and Central America representing the AFL -CIO,
including to Swaziland for a continental trades union conference in 2015.
A Ward 6 resident, Mr. Williams earned his Bachelor of Arts from Howard University.
