A RESOLUTION

26-415

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

June 2, 2026

To declare the existence of an emergency with respect to the need to approve Modification No. 4
to multiyear Contract No. CW91301 with Thales DIS USA, Inc., and to authorize
payment for the goods and services received and to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification No. 4 to Multiyear Contract No. CW91301 with
Thales DIS USA, Inc. Approval and Payment Authorization Emergency Declaration Resolution
of 2026”.

Sec. 2. (a) There exists an immediate need to approve Modification No. 4, and to
authorize payment for the goods and services received and to be received under the contract.
(b) On October 5, 2021, the Council approved the Contract No. CW91301 with Thales
DIS USA, Inc. Emergency Approval Resolution of 2021, effective October 5, 2021 (Res. 24-
234; 68 DCR 10698), which approved multiyear Contract No. CW91301 with Thales DIA USA,
Inc. for a digitized driver’s license and identification centralized security credentialing system
for the Department of Motor Vehicles (“DMV”). The period of performance was to be from
October 6, 2021, through October 5, 2028, in the not-to-exceed amount of $13,707,400.
(c) Performance did not begin until July 1, 2023. DMV, via Modification No. 4, now
wishes to modify the period of performance from October 6, 2021, through October 5, 2028, to
July 1, 2023, through June 30, 2030.
(d) Council approval is necessary to allow the continuation of these vital services.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification No. 4 to Multiyear Contract No. CW91301 with Thales DIS USA, Inc. Approval
and Payment Authorization Emergency Act of 2026 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
