In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2 -
142; D.C. Official Code § 1 -523.01), and pursuant to section 3 of the District of Columbia Election
Code of 1955, approved August 12, 1955 (69 Stat. 699; D.C. Official Code § 1-1001.03), I am pleased
to nominate the following individual:

formerly held by Gary Thompson, for the remainder of an unexpired term to end July 7, 2027.

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19 resolution may be cited as the "District of Columbia Board of Elections Gregory McCarthy
20 Confirmation Resolution of 2026".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 as a member of the District of Columbia Board of Elections, established by section 3 of the
29 District of Columbia Election Code of 1955, approved August 12, 1955 (69 Stat. 699; D.C.
30 Official Code§ 1-1001.03), filling a vacant seat formerly held by Gary Thompson, for the
31 remainder of an unexpired term to end July 7, 2027.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

EMPLOYMENT
Washington Nationals Baseball Club 2006—present
Vice President for Community Engagement
Among initial hires by new owners and entrusted with helping open new ballpark and launching new sports
franchise. Later assumed responsibility for highly visible public relations and business development efforts.
• Created unified plan among team, government, and civic groups for transportation, traffic, security, and
public realm aspects of opening ballpark . Instituted accountability measures; identified and secured
necessary resources; and worked closely with media on public awareness campaign. Ballpark opened
successfully to widespread praise , and ongoing monitoring and evaluation has sustained high -level of
customer satisfaction and community support.
• Initiated and launched several marqu ee efforts to engage more than 50,000 District residents ,
generating widespread goodwill and significant local and national media attention.
• Supported sales efforts totaling more than $10 m by designing community and government relations
elements of partnerships with national and local corporations.
• Shaped communications and crisis management strategies for issues across the organization.
• Work closely with public officials on legislation, policies, and actions affecting team finances, operations,
and community footprint, including efforts to acquire nine acres of federal land for $18m youth baseball
academy.
Executive Office of Mayor Anthony Williams 1999—2006
Deputy Chief of Staff
Asked by newly -elected mayor to serve as transition cluster leader and named to position responsi ble for
mayor’s legislative and budget agenda, and overall relations with City Council, Congress, and White House.
• Cultivated and managed relationship between mayor and City Council widely regarded as most
successful in city history, resulting in tremendous advancements in city finances, municipal services,
personnel management, and overall city renaissance.
• Shepherded more than 400 pieces of legislation through City Council, advancing virtually every aspect
of mayor’s reform effort and vision for the city, including award of baseball franchise by MLB and
construction of new ballpark.
• Worked closely with congressional leadership resulting in unprece dented budgetary and political
advances for city, including a 300% increase in discretionary federal appropriations. Drafted and guided
to passage first-ever District of Columbia Omnibus Authorization Act.
• Developed fruitful relationship with White House, OMB, and federal agencies resulting in sweeping
benefits, including transfer of 200 acres of federal land and realignment of federal policies to support
city priorities for law enforcement, health care, education, and infrastructure priorities.
CIVIC and POLITICAL LEADERSHIP
DC Public Library 2013—present
President, Board of Trustees
Appointed by mayor (with Council confirmation) to board and elected president by colleagues to oversee $57m
independent agency with 700 employees.
• Leading efforts to modernize downtown library, including successful advocacy for $200 m in public
funding, 1,000 hours of community input and outreach, and board approval of cutting-edge architectural
and programmatic content of new building.
• Directing development of strategic plan, which will include 5 -year plan for facilities construction and
renovation, customization of branch -specific programs and resources, and institution of sophisticated
performance metrics.
• Developed consensus for restructured board operations, meetings, and organization.
Destination DC 2007—2013
Chairman, Board of Directors
Served two terms and elected chair of 49 -member board of official convention and visitor bureau with annual
operating budget of $21m. First non-hospitality industry official to serve in that capacity.
• Developed first budget reserve policies, overhauled personnel management and performance review
practices, and restructured board membership and operations.
• Responsible for first -ever direct city appropriation for destination marketing —a $3 m annual
commitment already yielding significant incremental revenue for the city.

Gregory McCarthy
Mr. Gregory McCarthy serves as the Senior Vice President for
Community Engagement for the Washington Nationals Baseball Club,
where he works with civic, business, and community institutions to create
lasting and meaningful linkages with the Nationals and th e sport of
baseball. The Nationals’ community platforms focus on members of the
military and their families, K-12 teachers and students, and youth baseball
players. He works in tandem with the Mayor’s Office, DC Council, the
United States Congress, and var ious city, regional, and federal
government agencies to ensure that Nationals Park successfully operates
and serves the citizens of the Washington metropolitan area.
Prior to joining the Nationals, Mr. McCarthy was the Deputy Chief of
Staff in the Executive Office of the Mayor, serving as Mayor Anthony Williams’ primary adviser
on the DC Council, U.S. Congress, Office of Management and Budget, and the White House.
In April 2022, McCarthy was appointed by the Chairman of the DC Council to the decennial Tax
Revision Commission which was mandated to recommend restructuring and reform of the city’s
tax and revenue streams. From 2013 to 2021, McCarthy served two terms as president of the Board
of Trustees of the DC Public Library system, appointed by two mayors and confirmed by the DC
Council. Overseeing more than $400 million in library constructions, including renovation of the
award-winning Martin Luther King flagship branch. He is also former board chair of Destination
DC, the official convention and tourism promotion agency for the city. McCarthy was appointed
by two mayors and confirmed by the DC Council to multiple terms on the Historic Preservation
Review Board.
Mr. McCarthy is a former chairman of the board of directors of both DC Action for Children and
the National Conservatory for the Dramatic Arts, and a business advisor to the Under 3 Coalition
advocating for early childhood education. He also serves on the board of the Capitol Riverfront
Business Improvement District, which includes the area in which Nationals Park is located.
He has served as honorary commander of the Air Force District of Washington based at Joint Base
Andrews and the 11th Operations Wing based at Joint Base Anacostia-Bolling. He also participates
in the US Air Force and Space Force Civic Leader Program and has visited 16 Air Force and Space
Force installations in seven countries.
A Ward 2 resident, Mr. McCarthy earned his Bachelor of Science in Foreign Service from
Georgetown University.
