Dear Chairman Mendelson:
Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the "Modification Nos. MOO 10 and MOO 11 to Contract No. CW92877 with Avid
Systems, LLC Approval and Payment Authorization Emergency Act of 2026," and the
accompanying emergency declaration resolution in the amount of not-to-exceed $10,000,000.
The legislation will approve Modification Nos. M00l0 and M00 l l to Contract No. CW92877 with
Avid Systems, LLC to provide information technology equipment and software, and to increase
the not-to-exceed amount for option year four of the contract. In addition, the legislation will
approve payment for the goods and services received and to be received under the modifications.

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
15 To declare the existence of an emergency with respect to the need to approve Modification Nos.
16 M00l0 and M00l 1 to Contract No . CW92877 with Avid Systems, LLC, and to authorize
17 payment for the goods and services received and to be received under the modifications.

19 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
20 resolution may be cited as the "Modification Nos. M00l0 and M00l l to Contract No. CW92877
21 with Avid Systems, LLC Approval and Payment Authorization Emergency Declaration
22 Resolution of 2026".
23 Sec. 2. (a) There exists an immediate need to approve Modification Nos. M00l0 and
24 M00l 1 to Contract No. CW92877 with Avid Systems, LLC, and to authorize payment for the
25 goods and services received and to be received under the modifications.
26 (b) By Modification No. MOO 10, the Office of Contracting and Procurement exercised
27 option year four of Contract No. CW92877 with Avid Systems, LLC to provide information
28 technology equipment and software in the not-to-exceed amount of $1 million for the period
29 February 28, 2026 through February 27, 2027.
30 (c) Proposed Modification No. M00l 1 will increase the not-to-exceed amount by $9
31 million, to a total not-to-exceed amount of $10 million.

(d) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 32
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is 33
necessary since the modifications will increase the value of the contract to more than $1 million 34
during a 12-month period. 35
(e) Approval is necessary to allow the continuation of these vital services. Without this 36
approval, Avid Systems, LLC cannot be paid for goods and services provided in excess of $1 37
million for the period from February 28, 2026 through February 27, 2027. 38
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 39
emergency circumstances making it necessary that the Modification Nos. M0010 and M0011 to 40
Contract No. CW92877 with Avid Systems, LLC Approval and Payment Authorization 41
Emergency Act of 2026 be adopted after a single reading. 42
Sec. 4. This resolution shall take effect immediately. 43
