A RESOLUTION

26-417

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

June 2, 2026

To declare the existence of an emergency with respect to the need to approve Modification Nos.
M0010 and M0011 to Contract No. CW92877 with Avid Systems, LLC, and to authorize
payment for the goods and services received and to be received under the modifications.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M0010 and M0011 to Contract No. CW92877
with Avid Systems, LLC Approval and Payment Authorization Emergency Declaration
Resolution of 2026”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0010 and
M0011 to Contract No. CW92877 with Avid Systems, LLC to provide information technology
equipment and software, and to authorize payment for the goods and services received and to be
received under the modifications.
(b) By Modification No. M0010, the Office of Contracting and Procurement exercised
option year 4 in the not-to-exceed amount of $1 million for the period February 28, 2026,
through February 27, 2027.
(c) Proposed Modification No. M0011 will increase the not-to-exceed amount by $9
million, to a total not-to-exceed amount of $10 million.
(d) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary because the modifications will increase the value of the contract to more than $1
million during a 12-month period.
(e) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Avid Systems, LLC cannot be paid for goods and services provided
in excess of $1 million for the period from February 28, 2026, through February 27, 2027.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. M0010 and M0011 to Contract No. CW92877 with Avid Systems, LLC
Approval and Payment Authorization Emergency Act of 2026 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
