A RESOLUTION

26-416

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

June 2, 2026

To declare the existence of an emergency with respect to the need to approve Modification Nos.
M0002, M003, M0004, and M0005 to Contract No. CW118049 with Networking for
Future, Inc., and to authorize payment for the goods and services received and to be
received under the modifications.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M0002, M0003, M0004 and M0005 to
Contract No. CW118049 with Networking for Future, Inc. Approval and Payment Authorization
Emergency Declaration Resolution of 2026”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0002, M003,
M0004, and M0005 to Contract No. CW118049 with Networking for Future, Inc. to provide
temporary support services, and to authorize payment for the goods and services received and to
be received under the modifications.
(b) By Modification No. M0002, the Office of Contracting and Procurement exercised
option year one in the not-to-exceed amount of $1 million for the period December 11, 2025,
through December 10, 2026.
(c) Modification No. M0003 is an administrative modification.
(d) Proposed Modification No. M0004 will increase the not-to-exceed amount by $9
million, to a total not-to-exceed amount of $10 million.
(e) Modification 5 is an administrative modification.
(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary because the modifications will increase the value of the contract to more than $1
million during a 12-month period.
(g) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Networking for Future, Inc. cannot be paid for goods and services
provided in excess of $1 million for the period from December 11, 2025, through December 10,
2026.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the

Networking for Future, Inc. Approval and Payment Authorization Emergency Act of 2026 be
adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
