Dear Chairman Mendelson:
Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the “Modification Nos. M0002, M003, M0004 and M0005,” to Contract No.
CW118049 with Networking for Future, Inc. Approval and Payment Authorization Eme rgency
Act of 2026,” and the accompanying emergency declaration resolution not -to-exceed amount of
$10,000,000.
The legislation will approve Modification Nos. M0002, M003,M0004 and M0005, to Contract No.
CW118049 with Networking for Future, Inc. to provide temporary support services, and to
increase the not-to-exceed amount for option year one of the contract. In ad dition, the legislation
will approve payment for the goods and services received and to be received under the
modifications.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence of an emergency with respect to the need to approve Modification Nos.
M0002 , M003, M0004 and M0005 to Contract No. CWl 18049 with Networking for
Future, Inc., and to authorize payment for the goods and services received and to be
received under the modifications.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Modification Nos . M0002, M0003 , M0004 and M0005 to
Contract No. CWl 18049 with Networking for Future, Inc. Approval and Payment Authorization
E mergency Declaration Resolution of 2026".
Sec. 2. (a) There exists an immediate need to approve Modification Nos . M0002, M003 ,
M0004 and M0005 to Contract No. CWl 18049 with Networking for Future, Inc. and to
authorize payment for the goods and services received and to be received under the
modifications.
(b) By Modification No. M0002 , the Office of Contracting and Procurement exercised
option year one of Contract No . CWll 8049 with Networking for Future, Inc. to provide
temporary support services in the not-to-exceed amount of $1 million for the period December
11, 2025 through December 10, 2026.
(c) Modification No. M0003 is an administrative modification.

(d) Proposed Modification No. M0004 will increase the not-to-exceed amount by $9 33
million, to a total not-to-exceed amount of $10 million. 34
(e) Modification 5 is an administrative modification. 35
(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 36
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is 37
necessary since the modifications will increase the value of the contract to more than $1 million 38
during a 12-month period. 39
(g) Approval is necessary to allow the continuation of these vital services. Without this 40
approval, Networking for Future, Inc. cannot be paid for goods and services provided in excess 41
of $1 million for the period from December 11, 2025, through December 10, 2026. 42
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 43
emergency circumstances making it necessary that the Modification Nos. M0002, M003, M0004 44
and M0005 to Contract No. CW118049 with Networking for Future, Inc. Approval and Payment 45
Authorization Emergency Act of 2026 be adopted after a single reading. 46
Sec. 4. This resolution shall take effect immediately. 47
