In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1- 523.01), and pursuant to section 403 of the Human Rights Act of 1977,
effective December 7, 2004 (D.C. Law 15-216; D.C. Official Code § 2-1404.03), I am pleased to
nominate the following individual:

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Monika Nemeth as a member of the Commission on Human
Rights.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
resolution may be cited as the "Commission on Human Rights Monika Nemeth Confirmation
Resolution of 2026".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a member of the Commission on Human Rights, established by section 401 of the Human
Rights Act of 1977, effective December 7, 2004 (D .C. Law 15-216; D .C . Official Code§ 2-
1404.01 ), filling a vacant seat formerly held by Motoko Aizawa , for the remainder of an
unexpired term to end December 31, 2028.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Mayor.
Sec. 4. This resolution shall take effect immediately.

s. Monika Nemeth is an IT professional and public servant. In 2018, she
became the first openly transgender individual elected in the District
when she won her race for Advisory Neighborhood Commissioner in
Single Member District 3F06. Her ANC service includes serving as Chair
of ANC 3F and as a founder and Chair of the ANC Rainbow Caucus.
Ms. Nemeth has over 30 years of Information Technology experience.
She is a certified SAFe Practice Consultant (SPC) 6.0 and is a Scrum
Master for the General Services Administration (GSA) Integrated Award
Environment (IAE).
Ms. Nemeth has a strong background in analysis and in the development
of requirements and business cases. She joined EDS in 2000 and has remained continuously with
the company through its various iterations as it became Peraton. She has served in a variety of
technical architecture, design, and engineering roles as well as business process reengineering
project roles. Two key areas of focus for her have been information systems security engineering
and enterprise content management systems.
Prior to her role as a scrum master, she spent seven years as an information systems security
engineer (ISSE) and product owner for security, analyzing systems and solutions for vulnerabilities
and documenting any findings in reports to the US Navy under the DIACAP process. She has
particular expertise in federal records management practices and the Department of Defense
5015.2 Records Management Applications Specification. Ms. Nemeth had been active in industry
organizations and has served on a several AIIM Standards committees. She has also served on an
Industry Advisory Council for the United States National Archives and Records Administration.
A Ward 3 resident, Ms. Nemeth earned her Bachelor of Science in Business Administration from
the American University.
