142; D.C. Official Code § 1- 523.01), and pursuant to section 4 of the Office on Ex- Offender Affairs
and Commission on Re-Entry and Ex-Offender Affairs Establishment Act of 2006, effective March 8,
2007 (D.C. Law 16-243; D.C. Official Code § 24-1303), I am pleased to nominate the following

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment ofDeAnthony Campbell to the Commission on Re-Entry and
Returning Citizen Affairs.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Commission on Re-Entry and Returning Citizen Affairs
DeAnthony Campbell Confirmation Resolution of 2026".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a public voting member of the Commission on Re-Entry and Returning Citizen Affairs,
established by section 4 of the Office on Ex-Offender Affairs and Commission on Re-Entry and
Ex-Offender Establishment Act of 2006, effective March 8, 2007 (D.C. Law 16-243; D.C .
Official Code§ 24-1303), filling a vacant seat formerly held by Dominic Henry, for the
remainder of an unexpired term to end August 4, 2028.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Mayor.
Sec. 4. This resolution shall take effect immediately.

DeAnthony Campbell
Mr. DeAnthony Campbell is a Washington, DC native, entrepreneur, and
proud returning citizen committed to strengthening re -entry systems in
the District.
After returning home in 2025, Mr. Campbell made a deliberate
commitment to rebuild his life through education, professional
development, and service. His lived experience navigating re -entry
provides him with direct insight into the barriers returning citizens face,
particularly in workforce access, occupational licensing, and long- term
economic mobility.
Prior to his incarceration, he served as a Building Inspector for the District
of Columbia government, ensuring compliance with safety codes and regulatory standards. He also
worked as a train conductor with Amtrak, where he was responsible for passenger safety and
operational accountability. These roles required integrity, precision, and a strong understanding of
public trust.
He is currently developing a community-focused service business aimed at expanding employment
opportunities and economic stability. As a fellow in Georgetown University’s Pivot Program, he
has completed advanced coursework in entrepreneurship, business communication, and leadership
development, strengthening his ability to analyze systems challenges and contribute to practical,
data-informed solutions.
As a father and community member, he is personally committed to helping create safer, more
stable pathways for families impacted by incarceration.
Mr. Campbell believes effective re- entry policy must center dignity, accountability, and
sustainable opportunity. He is committed to working collaboratively with fellow commissioners,
community partners, and District agencies to advance policies that support successful reintegration
and stronger communities. He is honored to serve the District of Columbia and contribute to
meaningful reform.
A Ward 8 resident, Mr. Campbell is pursuing a certificate from the McDonough School of
Business through the Georgetown University Pivot Program.
