142; D.C. Official Code § 1- 523.01), and pursuant to section 4 of the Office on Ex- Offender Affairs
and Commission on Re-Entry and Ex-Offender Affairs Establishment Act of 2006, effective March 8,
2007 (D.C. Law 16-243; D.C. Official Code § 24-1303), I am pleased to nominate the following

18 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
19 resolution may be cited as the "Commission on Re-Entry and Returning Citizen Affairs Earnest
20 Hanible Confirmation Resolution of 2026".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

31 Official Code§ 24-1303), filling a vacant seat formerly held by Natasha Dasher, for the

Mr. E
arnest Hanible is the Founder and CEO of Good Works Grooming
Co., a DC -based social enterprise that produces premium plant -based
beard care products to fund dignity- centered outreach for adults
navigating reentry, recovery, and housing instability. His work sits at a
deliberate intersection: the rigor of evidence -based clinical practice and
the credibility of lived experience — a combination he believes is
essential to transforming how systems engage returning citizens.
A Georgetown McDonough Pivot Fellow, Mr. Hanible holds clinical
certifications from Yale University in Addiction Prevention and
Treatment, Johns Hopkins University in Psychological First Aid, and the
American Psychological Association in psychology specializations. He
brings these frameworks not as a licensed clinician, but as a non- clinician equipped to execute
trauma-informed, motivationally grounded community engagement with precision and
accountability.
Mr. Hanible’s transformation journey began in May 2022 — initiated from inside, before his
release — and continued through and beyond December 4, 2023, the date he came home. That arc,
from a 30 -year cycle of substance use and systemic involvement to daily practice in r ecovery,
entrepreneurship, and public service, is not a footnote to his credentials. It is the credential.
Through Lifestyle Evangelism LLC — the social enterprise he founded upon reentry, now evolved
into Good Works Grooming Co. — he served over 40 individuals while completing DC’s We
Aspire Incubator Program, connecting neighbors in transition to housing, mental health services,
substance use treatment, and reentry pathways across the DMV.
Mr. Hanible approaches reintegration not as a social problem to be managed, but as a human
opportunity to be honored. His model — pairing premium products with relational engagement —
reflects a core conviction: that dignity is not a bonus offered after compliance, it is the entry point
to lasting change. He is committed to bringing that conviction to the Commission on Re-Entry and
Returning Citizen Affairs, serving as a credible bridge between policy, practice, and the people
most affected by both.
A Ward 8 resident, Mr. Hanible is pursuing a certificate from the McDonough School of Business
through the Georgetown University Pivot Program.
