142; D.C. Official Code § 1- 523.01), and pursuant to section 4 of the Office on Ex- Offender Affairs
and Commission on Re-Entry and Ex-Offender Affairs Establishment Act of 2006, effective March 8,
2007 (D.C. Law 16-243; D.C. Official Code § 24-1303), I am pleased to nominate the following

To confirm the appointment of Michael Plummer to the Commi ssion on Re-Entry and Returning
Citizen Affairs.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
resolution may be cited as the "Commission on Re-Entry and Returning Citizen Affairs Michael
Plummer Confirmation Resolution of 2026".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

established by section 4 of the Office on Ex-Offender Affairs and Commission on Re-Entry and

Official Code§ 24-1303), filling a vacant seat formerly held by John Matthews, for the
remainder of an unexpired term to end August 4, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Ma yor.
Sec. 4. This resolution shall take effect immediately.

Michael “Mustafa” Plummer
Mr. Michael “Mustafa” Plummer knows first-hand what the juvenile and
criminal legal systems look and feel like – and most importantly, the
harms those systems cause to the District’s children.
Mr. Plummer spent 23 years of life incarcerated for offenses that occurred
when he was a teenager. Through his unrelenting commitment to his
personal, educational, and professional growth, he built a record of
success despite being locked in the cages of the B ureau of
Prisons. In 2020, Mr. Plummer– with the assistance of his legal team at
PDS – was released under the Incarceration Reduction Amendment Act
(IRAA).
Mr. Plummer has committed his life’s work to advocate for and serve the children and youth of
D.C. He helps D.C.’s young people navigate the realities that come with being young and Black
in the nation’s capital and society at large. Currently, he is the Lead Credible Messenger in the
Youth Division for the East of the River Clergy Police Community Partnership
(ERCPCP). Mustafa triages the issues that youth face and meets them where they are whether that
be at home, or in secure facilities (e.g. YSC, NB) , group homes, or other settings where the
city’s young people reside. He has assumed administrative duties of the program as well, directing
the team of Credible Messengers in their work. In addition, he works with Safe Passage, a violence
interruption program that provides safe routes for students to travel to and from school. He
also serves as a site supervisor with Clean Decisions, Inner City Family Services, and National
Association for the Advancement of Returning Citizens (NAARC).
A Ward 7 resident, Mr. Plummer completed an Early Childhood Education Program at the Stafford
Center Institute.
