19 resolution may be cited as the "Commission on Re-Entry and Returning Citizen Affairs Melvin
20 McLean Confirmation Resolution of 2026".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

elvin McLean is a returning citizen and dedicated community
advocate committed to strengthening reentry pathways and expanding
opportunities for justice -impacted individuals in the District. He is
currently a Fellow in the Georgetown University Pivot Program, where
he is deepening his leadership, business, and professional development
skills to further his impact in the community.
He has completed 50 credit hours in Paralegal Studies at the University
of the District of Columbia, which has contributed to his research and
analysis of the systems that shape the lives of returning citizens. His
academic and professional pursuits reflect a clear commitment to
understanding and improving the structures that affect individuals
navigating reentry.
Previously, Mr. McLean served as a case manager supporting the relocation of Barry Farms and
Sursum Corda residents during the redevelopment of their housing communities. This role, which
he describes as the most rewarding work he has ever done, ignited a deep passion for service and
reinforced his belief in the power of compassionate, hands-on support. Working directly with
families during a period of transition strengthened his resolve to advocate for those who too often
face systemic barriers and limited resources.
As a member of the Mayor’s Commission on Reentry and Returning Citizens Affairs, Mr. McLean
would bring lived experience, professional insight a nd a steadfast commitment to the tools,
opportunities, and support necessary to thrive. He is driven by a desire to uplift his community,
expand second-chance pathways, and help build a more equitable and inclusive District for all.
A Ward 3 resident, Mr. McLean is pursuing a certificate from the McDonough School of Business
through the Georgetown University Pivot Program.
