Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 2-352.02, I have enclosed, for consideration by the Council of the District of
Columbia, the (a) Council Contract Summary to provide an increased amount in Local Rent Supplement Program
(“LRSP”) funds to be disbursed pursuant to that Agreement to Enter into a Long-Term Subsidy Contract (“ALTSC”)
between the District of Columbia Housing Authority (“DCHA”) and Flats at South Capitol LLC that was previously
approved by the DC Council on March 4, 2025 as Resolution Number 26-47 (see attached), and (b) proposed Local
Rent Supplement Program Contract No. 2025-LRSP-02A with Flats at South Capitol LLC LRSP Funding Increase
Approval Resolution of 2026. DCHA requests an increase in the currently DC Council approved initial annual LRSP
housing subsidy from $486,960 to an increased initial annual amount of $845,490.67 for a multi-year term of twenty
(20) years, in support of the District’s Local Rent Supplement Program (“LRSP”) to provide twenty-two (22)
affordable housing units at Flats at South Capitol Apartments located at 3838 South Capitol Street, SE.

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To approve an increase in the initial annual amount of Local Rent Supplement Program
("LRSP") funds to fund housing costs associated with affordable housing units for
Contract No. 2021-LRSP -02A with Flats at South Capitol, LLC for twenty-two (22)
LRSP units at the Flats at South Capitol Apartm ents located at 3848 South Capitol Street,
SE .
RESOLVED , BY TH E COUNCIL OF TH E DISTRICT OF COLUMBIA , That this
resolution may be cited as the "Local Rent Supplement Program ("LRSP") Contract No . 2025-
LRSP-02A with Flats at South Capitol, LLC LRSP Funding Increase Approval Resolution of
2026".
Sec. 2. (a) In 2007, the District passed Title II of the Fiscal Year 2007 Budget Support
Act of 2006 ("BSA ") to provide funding for affordable housing for extremely low-income
households in the District. The passage of the BSA created the LRSP, a program designed to
provide affordable housing and supportive services to extremely low-income District residents,
including those who are homeless or in need of supportive services, such as elderly individuals
or those with disabilities, through project-based, tenant-based, and sponsored-based LRSP
affordable housing units. The BSA provided for the District of Columbia Housing Authority
("DCHA") to administer the LRSP on behalf of the District.

(b) On May 4, 2025, the Council of the District of Columbia approved Resolution 1
Number 26-47 that allowed DCHA to enter into the Agreement to Enter into a Long-Term 2
Subsidy Contract (“ALTSC”) with the Flats at South Capitol, LLC (the “Owner”) to provide 3
LRSP funding in the initial annual amount of no more than Four Hundred Eighty-Six Thousand 4
Nine Hundred Sixty Dollars ($486,960) for twenty-two (22) units in the project known as the 5
Flats at South Capitol Apartments located at 3848 South Capitol Street, SE (“The Flats”). 6
(c) There exists an immediate need to approve the increased LRSP funding for the 7
ALTSC in order to provide long-term affordable housing units for extremely low-income 8
households for units located at The Flats. 9
(d) The legislation to approve the increase in the LRSP funding will authorize the 10
currently approved LRSP funding of Four Hundred Eighty-Six Thousand Nine Hundred Sixty 11
Dollars ($486,960) for The Flats to be increased to Eight Hundred Forty-Five Thousand Four 12
Hundred Ninety and 67/00 Dollars ($845,490.67) under the ALTSC. The increase in LRSP 13
funding will allow the Owner to lease the rehabilitated units at The Flats and house extremely 14
low-income households with incomes at 30% or less of the area median income. 15
Sec. 3. Pursuant to section 451 of the District of Columbia Home Rule Act, approved 16
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51), and section 202 of the 17
Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18- 371; D.C. 18
Official Code § 2- 352.02), the Council approves the increase in the LRSP operating subsidy 19
in support twenty-two (22) affordable housing units at The Flats in an initial annual amount 20
not to exceed Eight Hundred Forty-Five Thousand Four Hundred Ninety and 67/00 Dollars 21
($845,490.67). 22

Sec. 4. Transmittal. 1
The Council shall transmit a copy of this resolution, upon its adoption, to the District of 2
Columbia Housing Authority and the Mayor. 3
Sec. 5. Fiscal impact statement. 4
The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal 5
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 6
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 7
Sec. 6. Effective date. 8
This resolution shall take effect immediately. 9
