A RESOLUTION
26-402
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
June 2, 2026
To declare the existence of an emergency, due to congressional review, with respect to the need
to amend the Robert F. Kennedy Memorial Stadium and District of Columbia National
Guard Armory Public Safety Act to include the Downtown Arena and the Southeast
Arena in the prohibition on unauthorized entry onto a playing surface.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Arena Safety Conformity Congressional Review Emergency
Declaration Resolution of 2026”.
Sec. 2. (a) On March 31, 2026, the Council passed the Arena Safety Conformity
Emergency Amendment Act of 2026, effective April 8, 2026 (D.C. Act 26-291; 73 DCR 6059)
(“emergency act”), which expires on July 7, 2026.
(b) On May 5, 2026, the Council passed the Arena Safety Conformity Temporary
Amendment Act of 2026, enacted on May 29, 2026 (D.C. Act 26-332; __ DCR ____)
(“temporary act”), which does not yet have a projected law date.
(c) Congressional review emergency legislation is necessary to prevent a gap in the law
between the expiration of the emergency act and the effective date of the temporary act.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the Arena
Safety Conformity Congressional Review Emergency Amendment Act of 2026 be adopted after
a single reading.
Sec. 4. This resolution shall take effect immediately.
