Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the “Modification Nos. M0005, M0006 and M0007 to Contract No. CW119500
with Community of Hope, Inc. Approval and Payment Authorization Emergency Act of 2026,”
and the accompanying emergency declaration resolution for option year one is increased by
$1,403,341 for $996,861.40 (Modification Nos. M0005) and $406,479.60 for (Modification
M0007) for the not-to exceed amount of $4,260,792.48. The performance period is October 1,
2025, through September 30, 2026.
The legislation will approve Modification Nos. M0005, M0006 and M0007 to Contract No.
CW119500 with Community of Hope, Inc. to provide short-term family housing, and to increase
the not-to-exceed amount for option year one of the contract. In addition, the legislation will
approve payment for the goods and services received and to be received under the modifications.

20 RESOLVED , BY THE COUNCIL OF TH E DISTRICT OF COLUMBIA, That this
21 resolution may be cited as the "Modification Nos. M0005 , M0006 and M0007 to Contract No .
22 CWl 19500 with Community of Hope, Inc. Approval and Payment Authorization Emergency
23 Declaration Resolution of 2026".
24 Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0005, M0006
25 and M0007 to Contract No . CWl 19500 with Community of Hope , Inc., and to authorize
26 payment for the goods and services received and to be received under the modifications.
27 (b) By Modification No. M0004 , the Office of Contracting and Procurement, on behalf of
28 the Department of Human Services, exercised option year one of Contract No. CWl 19500 with
29 Community of Hope , Inc. to provide short-tem1 family housing in the not-to-exceed amount of
30 $2,857,451.48 for the period October 1, 2025 through September 30, 2026. (CA26-0393)
31 ( c) Modification No . M0005 increased the not-to-exceed amount by $996,861.40, to a
32 total not-to-exceed amount of $3,854,312.88.
33 (d) Modification No. M0006 was an administrative modification.

(e) Proposed Modification No. 0007 will increase the not-to-exceed amount by 34
$406,479.60 to a total not-to-exceed amount of $4,260,792.48 for option year one. 35
(f) The total increase to option year one under Modification Nos. M0005, M0006 and 36
M0007 is $1,403,341. 37
(g) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 38
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is 39
necessary since the modifications will increase the value of the contract by more than $1 million 40
during a 12-month period. 41
(h) Approval is necessary to allow the continuation of these vital services. Without this 42
approval, Community of Hope, Inc. cannot be paid for goods and services provided in excess of 43
$3,857,451.48 for the period from October 1, 2025 through September 30, 2026. 44
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 45
emergency circumstances making it necessary that the Modification Nos. M0005, M0006 and 46
M0007 to Contract No. CW119500 with Community of Hope, Inc. Approval and Payment 47
Authorization Emergency Act of 2026 be adopted after a single reading. 48
Sec. 4. This resolution shall take effect immediately. 49
