In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2 -
142; D.C. Official Code § 1-523.01), and pursuant to section 8 of An Act providing for the zoning of
the District of Columbia and the regulation of the location, height, bulk, and uses of buildings and other
structures and of the uses of land in the District of Columbia, and for other purposes, approved J une
20, 1938 (52 Stat. 799; D.C. Official Code § 6 -641.07), I am pleased to nominate the following
individual:

by Lorna John, for the remainder of an unexpired term to end September 30, 2027.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
18 resolution may be cited as the "Board of Zoning Adjustment Robyn Wells Confirmation
19 Resolution of 2026".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

27 as a member of the Board of Zoning Adjustment, established by section 8 of An Act Providing
28 for the zoning of the District of Columbia and the regulation of the location, height, bulk, and
29 uses of buildings and other structures and of the uses of land in the District of Columbia, and for
30 other purposes, approved June 20, 1938 (52 Stat. 799; D .C . Official Code§ 6-641.07), filling a
31 vacant seat formerly held by Loma John, for the remainder of an unexpired term to end
32 September 30, 2027.
33 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
34 upon its adoption, to the nominee and to the Mayor.
35 Sec. 4. This resolution shall take effect immediately.

Successfully delivered complex transportation infrastructure projects through project delivery by leading diverse
multi-disciplinary teams, managing stakeholder engagement, communicating effectively, and establishing
manageable project delivery goals from planning through construction.
Streetlights Division Manager (2023-2025)
Provided oversight and Contract Administration (i.e. COTR) for the District’s first Public-Private
Partnership valued at $330M, leading the conversion of 75,000 lighting assets.
Streamlined District’s approach to allow for an accelerated design and build schedule. This resulted
in reaching 50% conversion milestone on time from a nearly 9-month delay.
Fostered partnerships with Federal and local government to ensure timely milestone completions.
Deputy Program Manager (2020-2023)
● Managed a portfolio of critical infrastructure projects valued over $250M and supervised 8
employees as Interim Program Manager, overseeing a project portfolio of more than $520M.
● Developed and implemented project plans, schedules, and budgets. Monitored project progress,
addressing variances in scope, schedule, cost, and quality.
● Ensured stakeholder engagement and effective communication with senior staff and external
stakeholders.
● Prepared and managed decision-making processes concerning complex civil and construction
engineering matters.
● Established collaborative partnerships among stakeholders for scoping, financial, and resource
decisions.
Project Manager (2019- 2020)
● Managed engineering investigations, management research study, and training related to
streamlining and improving the efficiency of project delivery and procurement practices, such as
expanding the agency’s understanding of design/build projects, utility coordination, and project
delivery timelines.
● Led planning and management study and investigation related to the DC Streetcar System,
including managing vehicle procurement, and investigating CarBarn expansion.
● Advanced project development for transportation safety, planning, and engineering studies of
Mayoral interest.
Transportation Planner (2016 – 2019)
● Managed long range planning studies; and multimodal corridor studies that include rail, transit,
bicycle, and pedestrian facilities.
● Led project development for Benning Road Streetcar Extension (project value $200M), which
includes Final Design, Construction, and Environmental Assessment.
● Established multidisciplinary teams for project review and coordination, assigned roles and
responsibilities for staff.
● Managed development of multimodal feasible alternatives that incorporated protected bicycle
and pedestrian facilities, and an interchange modification; tasks also included developing scope
and budgets, engaging with external and internal stakeholders.

Led city-wide community engagement programs, honed communication skills with diverse audiences, reviewed
and approved public space permit applications per District regulations.
Project Manager (2014 – 2016)
Coordinated with DDOT and other agencies to establish policies for land use and transportation

Clark Construction
Project Engineer (2007-2010)
Managed project scope, schedule, and budget; coordinated change order reviews and approvals; performed cost
estimations for design-build and bid-build proposals.
● Led change order coordination of multi-billion dollar sports and entertainment complex. Duties
included presenting overview of budget changes to Owner at negotiation meetings, facilitating
coordination meetings with project stakeholders, and preparing closeout materials.
● Managed approximately $10M budgets by resolving constructability issues quickly, verifying
completed work, and maintaining construction schedules. Developed scopes of work to define
activities for subcontractors to complete build tasks for sport complexes, schools, and hospitals.
● Monitored scopes of work to ensure completion of project on time and on budget, mitigating
financial exposure to Clark Construction and other stakeholders.
● Secured permits for construction activities within the transportation network, facilitating
coordination meetings with contractors, Owners, Architect, and Engineers. Team lead for LEED
Silver Certification of Project providing technical and administrative support to subcontractors,
project managers, and Owner, establishing and maintaining job records.
