Enclosed for c onsideration and enactment by the Council of the Distric t of Columbia i s an
emergency bill, the “Modification Nos. M009, M011, M012, and M012A to Contract No.
DCRL-2024-D-0073 with All Pro All Services Approval and Payment Authorization Emergency
Act of 2026,” and the accompanying emergency declaration resolution, not-to-exceed $3,914,025.
The legislation will approve Modification Nos. M009, M0l 1, M012, and M012A to Contract No.
DCRL-2024-D-0073 with All Pro All Services for school transportation services. In addition, the
legislation will approve payment for the goods and services received and to be received under the
modifications.

17 To declare the existence of an emergency with respect to the need to approve Modification
18 Nos. M009, M0ll, M012, andM012A to Contract No. DCRL-2024-D-0073 with All
19 Pro All Services to provide school transportation services during the base year, and
20 to authorize payment for the services received under these modifications.

22 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23 resolution may be cited as the "Modification Nos. M009, M0ll, M012, and M012A to
24 Contract No. DCRL-2024-D-0073 with All Pro All Services Approval and Payment
25 Authorization Emergency Declaration Resolution of 2026".
26 Sec. 2. (a) There exists a need to approve Modification Nos. M009 , M0l 1 M012, and
27 M012A to Contract No. DCRL-2024-D-0073 with All Pro All Services to provide school
28 transportation services, and to authorize payment for the services received under these
29 modifications.
30 (b) By Modification No . MOOS, the Child and Family Services Agency ("CFSA")
31 exercised option year one of Contract No. DCRL-2024-D-0073 with All Pro All Services to
32 provide school transportation services in the District of Columbia in the not-to-exceed
33 amount of $1,619,000 for the period of August 7, 2025 through August 6, 2026. This
34 modification was deemed approved by the Council on May 19, 2025 (CA26-0166).

(c) By Modification No. M009, issued on January 27, 2026, CFSA increased the not-35
to-exceed amount by $629,640.00 to a not-to-exceed total of $2,248,640.00. 36
(d) By Modification No. M011, issued on March 3, 2026, CFSA increased the not -37
to-exceed amount by $370,200.00 to a not-to-exceed total of $2,617,640.00. 38
(e) By Modification N o. M0 12, issued on May 6, 2026, the CFSA exercised an 39
increase to option year one of Contract No. DCRL-2024-D-0073 in the not-to-exceed amount 40
of $1,295,185 for the period from May 6, 2026 through August 7, 2026. 41
(f) By Modification No. M0 12A, CFSA incorporated the price schedule for the 42
remainder of the option year one for the period from August 7, 2025 through August 6, 2026 43
in the not -to-exceed amount of $ 1,295,185, making the total not -to-exceed amount for the 44
base period $3,914,025. 45
(g) Council approval is necessary because Modification No. M009, Modification No. 46
M011 Modification No. M012, and Modification M012A increased the total contract amount 47
by more than $1,000,000 during a 12-month period. 48
(h) Approval is necessary to a llow the continuation of these vital services. Without 49
this approval, All Pro All Services cannot be paid for services provided in excess of 50
$1,000,000. 51
Sec. 3. The Council determines that the circumstances enumerated in section 2 52
constitute emergency circumstances making it necessary that the Modification No s. M009, 53
M011 M012, and M012A to Contract No. DCRL-2024-D-0073 with All Pro All Services 54
Approval and Payment Authorization Emergenc y Act of 2026 be adopted after a single 55
reading. 56
Sec. 4. This resolution shall take effect immediately. 57
