Dear Chairman Mendelson:
Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the “Modification Nos. M0006 and M0007 to Contract No. CW119502 with
Friendship Place Approval and Payment Authorization Emergency Act of 2026,” and t he
accompanying emergency declaration resolution, not-to-exceed $1,342,150.58.
The legislation will approve Modification Nos. M0006 and M0007 to Contract No. CW119502
with Friendship Place to provide short -term family housing, and to increase the not -to-exceed
amount for option year one of the contract. In addition, the legislation w ill approve payment for
the goods and services received and to be received under the modifications.

15 To declare the existence of an emergency with respect to the need to approve Modification Nos.
16 M0006 and M0007 to Contract No. CWl 19502 with Friendship Place, and to authorize
17 payment for the goods and services received and to be received under the modifications.

19 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
20 resolution may be cited as the "Modification Nos. M0006 and M0007 to Contract No.
21 CWl 19502 with Friendship Place Approval and Payment Authorization Emergency Declaration
22 Resolution of 2026".
23 Sec. 2. (a) There exists an immediate need to approve Modification Nos . M0006 and
24 M0007 to Contract No. CWl 19502 with Friendship Place, and to authorize payment for the
25 goods and services received and to be received under the modifications.
26 (b) By Modification No. M0006 , the Office of Contracting and Procurement, on behalf of
27 the Department of Human Services, increased the not-to-exceed amount of $2,749,723.40 for
28 option year one of Contract No. CWl 19502 with Friendship Place to provide short-term family
29 housing by $873,487.49 to $3,623,210.89.
30 (c) Proposed Modification No. M0007 will increase the not-to-exceed amount by an
31 additional $468,663.09 from $3,623,210.89 to $4,091,873.98.

(d) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 32
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is 33
necessary since the modifications will increase the value of the contract to more than $1 million 34
during a 12-month period. 35
(e) Approval is necessary to allow the continuation of these vital services. Without this 36
approval, Friendship Place cannot be paid for goods and services provided in excess of $1 37
million for the period from October 1, 2025 through September 30, 2026. 38
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 39
emergency circumstances making it necessary that the Modification Nos. M0006 and M0007 to 40
Contract No. CW119502 with Friendship Place Approval and Payment Authorization 41
Emergency Act of 2026 be adopted after a single reading. 42
Sec. 4. This resolution shall take effect immediately. 43
