To declare the existence of an emergency, due to congressional review, with respect to the need 17
to amend the Volunteers Services Act of 1977 to clarify that the Attorney General for the 18
District of Columbia has the authority to promulgate regulations governing the Attorney 19
General’s use of volunteers. 20

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 22
resolution may be cited as the “Volunteer Services Clarification Congressional Review 23
Emergency Declaration Resolution of 2026”. 24
Sec. 2. (a) On May 5, 2026, the Council adopted the Volunteer Services Clarification 25
Emergency Amendment Act of 2026, effective May 29, 2026 (D.C. Act 26-336; 73 DCR 8200) 26
(“emergency act”), which expires on August 27, 2026. 27
(b) The Council later passed the Volunteer Services Clarification Temporary 28
Amendment Act of 2026, enacted on June 25, 2026 (D.C. Act 26-350; 73 DCR 9211) 29
(“temporary act”), which is projected to become law on September 19, 2026. 30

(c) This congressional review emergency legislation is necessary to prevent a gap in the 31
law between the expiration of the emergency act and the effective date of the temporary act. 32
Sec. 3. The Council of the District of Columbia determines that the circumstances 33
enumerated in section 2 constitute emergency circumstances making it necessary that the 34
Volunteer Services Clarification Congressional Review Emergency Amendment Act of 2026 be 35
adopted after a single reading. 36
Sec. 4. This resolution shall take effect immediately. 37
