Dear Chairman Mendelson:
Enclosed for consideration and enactment by the Council of the District of Columbia is
an emergency bill, the “Contract No. CW133373 with JJ Prime Services LLC Approval and
Payment Authorization Emergency Act of 2026,” and the accompanying emergency declar ation
resolution in the not-to-exceed $1,511,658.90.
The legislation will approve emergency Contract No. CW133373 with JJ Prime Services LLC to
provide emergency snow removal equipment and operators for period from January 29,
2026, through February 13, 2026. The legislation will approve payment for the goods and
services received under the contract.

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence of an emergency with respect to the need to approve Contract No.
CW133373 with JJ Prime Services, LLC, and to authorize payment for the goods and
services received under the contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Contract No. CW133373 with JJ Prime Services, LLC Approval
and Payment Authorization Emergency Declaration Resolution of 2026".
Sec. 2. (a) There exists an immediate need to approve Contract No. CW133373 with JJ
Prime Services LLC, and to authorize payment for the goods and services received under the
contract.
(b) The Office of Contracting and Procurement, on behalf of the Department of Public
Works, executed emergency Contract No . CW133373 with JJ Prime Services, LLC to provide
emergency snow removal equipment and operators in the not-to-exceed amount of $1,511,658.90
for the period January 29, 2026, through February 13, 2026.
(c) Under section 451(b)(l) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code§ 1-204.Sl(b)(l)), Council approval is
necessary since the contract is more than $1 million during a 12-month period.

(d) Approval is necessary to pay for these vital services. Without this approval, JJ Prime 32
Services, LLC cannot be paid for goods and services provided in excess of $1 million for the 33
period from January 29, 2026, through February 13, 2026. 34
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 35
emergency circumstances making it necessary that Contract No. CW133373 with JJ Prime 36
Services LLC Approval and Payment Authorization Emergency Act of 2026 be adopted after a 37
single reading. 38
Sec. 4. This resolution shall take effect immediately. 39
