To declare the existence of an emergency with respect to the need to amend the Omnibus Barry 14
Farm Redevelopment Act of 2022 to authorize the Surveyor to record the street and alley 15
closing and dedication plats in multiple phases. 16

RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 18
resolution may be cited as the “The Omnibus Barry Farm Redevelopment Clarification 19
Emergency Declaration Resolution of 2026”. 20
Sec. 2. (a) On September 20, 2022, the Council approved the “Omnibus Barry Farm 21
Redevelopment Act” (D.C. Law 24-192; 69 DCR 15293)(“Barry Farm Redevelopment Act”). 22
The Barry Farm Redevelopment Act included provisions in Sections 2 and 3 requiring the 23
Surveyor to record street and alley closing plats and street and alley dedication and designation 24
plats in multiple phases to facilitate the phased nature of the development project and mitigate 25
the adverse impacts of street and alley closures on vehicular and pedestrian traffic flows. 26
(b) While the development project has made significant progress, including completion of 27
the Asberry at Barry Farm in 2024, and ongoing construction of the Edmonton, the project has 28
experienced delays that require an amendment to the Barry Farm Redevelopment Act to set new 29
deadlines for the recordation of the street and alley closing plats and the street and alley 30
dedication and designation plats. 31

Sec. 3. The Council of the District of Columbia determines that the circumstances 32
enumerated in section 2 constitute emergency circumstances making it necessary that the 33
Omnibus Barry Farm Redevelopment Clarification Emergency Amendment Act of 2026 be 34
adopted after a single reading. 35
Sec. 4. This resolution shall take effect immediately. 36
