To amend the Rules of Organization and Procedures for the Council of the District of Columbia, 18
Council Period 26, Resolution of 2025, to authorize the submission of a grant budget 19
modification for Fiscal Year 2026 grant funds submitted by the University of the District 20
of Columbia, to clarify requirements related to Racial Equity Impact Assessments, and to 21
authorize the Committee on Executive Administration and Labor to hold up to three 22
roundtables during the recess. 23

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 25
resolution may be cited as the “Council Period 26 Recess Rules Amendment Resolution of 2026”. 26
Sec. 2. The Rules of Organization and Procedure for the Council of the District of 27
Columbia, Council Period 26, Resolution of 2025 effective January 2, 2025 (Res. 26-1; 72 DCR 28
1289), is amended as follows: 29
(a) Section 306(b) is amended by adding a new paragraph (5) to read as follows: 30
“(5) A request for a budget modification for Fiscal Year 2026 grant funds that is 31
submitted by the University of the District of Columbia may be transmitted to the Secretary from 32
July 16 through September 15, 2026.”. 33
(b) Section 311 is amended as follows: 34
(1) Subsection (a)(1) is amended by striking the phrase “shall” and inserting the 35
phrase “may” in its place. 36

(2) Subsection (b) is amended as follows: 37
(A) Paragraph (9) is amended by striking the phrase “; or” and inserting a 38
semicolon in its place; 39
(B) Paragraph (10) is redesignated as Paragraph (11); and 40
(C) A new paragraph (10) is added to read as follows: 41
“(10) Legislation introduced a the request of the Uniform Law Commission; or”. 42
(c) Subsection (a) of this section shall expire on September 15, 2025. 43
Sec. 3. The Committee on Executive Administration and Labor is authorized to hold up 44
to three roundtables during the period of July 15, 2026, through September 15, 2026, on the 45
matters of elections or campaign finance. 46
Sec. 4. This resolution shall take effect immediately. 47
