submitting a request to reprogram FY 2025 Capital Funds – 3030300 in the amount of $750,000.00
from the Department of Parks and Recreation(Owner)/Department of General
Services(Implementer) capital budget to the District of Columbia Public
Schools(Owner)/Department of General Services(Implementer) capital budget . This
reprogramming will support improvements at the Roosevelt High School Pool. The funds will be
reprogrammed as outlined on the attached attribute s sheet and additional details are contained in
the agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Further Continuing Appropriations Act, 2025, approved December 21, 2024 (P.L. 118- 158), the
Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram Capital funds
budget authority and allotment in the amount of $750,000 from the Department of Parks and
Recreation (DPR) to the District of Columbia Public Schools (DCPS).

This request reprograms capital funds from the DPR Swimming Pool Replacement project to the
DCPS Major Repairs/Maintenance project for the Roosevelt High School indoor pool
improvements. Both projects are implemented by DGS. This transfer will correctly allocate the
budget for expense recording and tracking.

Capital budget in the amount of $750,000 will be reprogrammed from the following project:

Capital funds are available in the Swimming Pool Replacement project because the initial budget
was loaded in DPR and the funds remain unspent. This reprogramming moves the budget to the
correct DCPS project.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DPR and DCPS budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.
