Pursuant to D.C. Official Code § 47-363(a), I am transmitting the rnclosed request to reprogram $339,200.00 of FY
2025 Capital Funds - 3030300 within the The Department of General Services(Owner/Implementer) to
OSSE(Owner)/DGS(Implementer) Capital Budget. The attached reprogramming memorandum provides a detailed
justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Capital Funds - 3030300 in the amount of$339,200.00
within the Department of General Services(Owner/Implementer) to
OSSE(Owner)/DGS(lmplementer) Capital Budget. This reprogramming requests funds for the
Design stage of the construction services needed to bifurcate the building HY AC/MEP facility
systems shared by the Charles Sumner School and a non-government managed building currently
adjoined to it. The funds will be reprogrammed as outlined on the attached attributes sheet and
additional details are contained in the agency's submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $339,200 from the Department of
General Services (DGS) to the Office of State Superintendent of Education (OSSE).
Funds are needed for the separating and reconstructing of the Charles Sumner School ’s
HVAC/MEP building systems . Currently, t he Sumner Square property includes the Charles
Sumner School occupied by O SSE and DCPS, and private office space occupied by a
nongovernment entity. These two structures share HVAC/MEP systems. The strategic plan is for
the Sumner School property to be maintained as a DGS-managed facility by June 2026, requiring
the bifurcation of the HVAC/MEP systems for these two structures.
Capital budget in the amount of $339,200 will be reprogrammed from the below project:

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DGS or OSSE’s budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

from the Department of General Services Capital Budget to

The Department of General Services is submitting an FY25 request to reprogram Capital funds
in the amount of $339,200.00 from 100144 / AM0.PL902C.CRITICAL SYSTEM
REPLACEMENT(DGS Owner/Implementer) to a newly established project in support of the
Separation and Construction work for the Charles Sumner School located at 1201 17th St NW,
Washington, DC 20036.
Why are the funds needed?
The Charles Sumner School, occupied by OSSE and used by DCPS archives and as a community
venue and resource, has been managed by Boston Properties, as part of the larger Sumner Square
office development, since 1986. This asset will become a DGS maintained facility in June 2026.
1. Sumner Square is currently comprised of both the Sumner School and a private office
building – both spaces are adjoined by shared mechanical systems and structures. The
building operates as a singular facility environment.
2. Sumner Square is District Owned and leased to Boston Properties. Boston Properties has
historically maintained the Sumner School part of the facility.
3. Following agreement with the District in 2021, this 1 facility is to go construction work
to be separated into 2 individual assets
a. Asset 1 will be the private office building through the continued District Lease
b. Asset 2 will be the Sumner School, which will remain District Owned but become
District Maintained (since the private management will no longer have use of the
space)

This reprogramming requests funds for the Design stage of the construction services needed to

In accordance with the Capital Project Clarification Act of 2009 requirements for a new project,
the following information is being provided by DGS in order to create a new project under DGS’
CIP:
1. Project name and number: Charles Sumner School
2. Description of the scope of the project: The Charles Sumner School, occupied by
OSSE and used by DCPS archives and as a community venue and resource, has been
managed by Boston Properties, as part of the larger Sumner Square office development,
since 1986. This asset will become a DGS maintained facility in June 2026. The
necessary construction work prior to handoff includes strengthening of the roof, a new
cooling tower, emergency generator, heating systems replacement, and other necessary
work.
3. Description of the purpose of the project: This project will implement necessary
system separations to ensure a successful handoff of the facility from the current
management company into a District-maintained asset.

5. Description of its geographical location, including the address and Ward: Located in
Ward 2 at 1201 17th St NW, Washington, DC 20036.

Why are the funds available?
The funds are available because the AM0 PL902 project for capital eligible mechanical system
work allows for this expense against the existing project spend plan, as currently approved in the
DGS budget.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Without the funds to complete the design work necessary to the full scope of this project, the
District will be unable to plan and execute on the construction work needed in order for this asset
to be handed off from private ownership to DGS for asset maintenance.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
