the Commercial Paper Program
Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram $7,000,000 of FY
2025 Local Funds - 10 l 000 l from the Repayments of Loans and Interest to the Commercial Paper Program. The
attached reprogramming memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Local Funds - 1010001 in the amount of $7,000,000
from the DS0 - Repayments of Loans and Interest to the ZC0 - Commercial Paper Program. These
funds are needed to ensure that debt service obligations on short-term borrowing facilities can be
paid in a timely manner. The funds will be reprogrammed as outlined on the attached attributes
sheet and additional details are contained in the agency's submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 202 5 Local funds budget authority in the amount of $7,000,000 between
the Repayment of Loans and Interest and the Commercial Paper Program . The funds are needed
to offset increased short-term interest rates to prevent a deficit and ensure timely payment.
This action will reprogram budget authority between Interest Bonds – General Obligation (GO)
Bonds and Interest Notes, within the Account Group 718100C (Government Subsidies and Grants)
and between agencies the Repayment of Loans and Interest and the Commercial Paper Program.
Funds are available in DS0’s budget based on the original appropriation but require reallocation
to meet programmatic needs.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on Repayment of Loans and Interest and the Commercial Paper Program’s budget
or the District’s financial plan. The OCFO has no objection to this reprogramming request.

SUBJECT: FY 2025 Reprogramming Request for $7,000,000 of Local funds budget
authority from DS0 to ZC0
The Office of Finance and Treasury is requesting budget reprogramming of $7,000,000 in Local
funds budget authority from the Debt Service Obligations (DS0) to the Commercial Paper Program
(ZC0) for projected debt service on short-term obligation payable through the remainder of fiscal
year 2025.
Why are the funds needed?
ZC0’s FY 2025 budgeted debt service amount was derived from prior year’s use of short-term
borrowing facilities and prevailing interest rates. However, the short-term interest rate
environment, as well as the use of the short-term borrowing facilities, have both significantly
increased since FY 2025 budget formulation. Therefore, the additional funds are needed to
ensure that debt service obligations on these short-term borrowing facilities can be paid in a
timely manner.

Does this reprogramming restore a budget cut authorized by the Mayor and/or Council?
No.
Does this reprogramming establish new programs or change allocations specifically denied,
limited, or increased by the Council in the budget act, the accompanying budget report, or
mark-up sheets?
No.
How will the funds be reprogrammed?
The reprogramming would occur between two paper agencies, DS0 and ZC0, both of which are
within the Office of Finance and Treasury.
Why are the funds available?
Actual FY 2025 long-term borrowing to fund the capital improvements plan is lower than
anticipated as of April 2025. To manage the execution of capital projects more projects have
been funded with short-term borrowing, therefore there is excess budget authority in DSO for FY
2025 that can be utilized for this reprogramming.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Failure to make debt service payments when due is an event of default, which is a Financial
Control Board trigger.
What programs, services or other purchases will be delayed because of the action, and the
impact on the program or agency?
No programs, services or other purchases will be delayed because of this action.
