Pursuant to D.C. Official Code§ 47-363(a), I am transmitting the enclosed request to reprogram $2,000,000.00 of FY
2025 Capital Funds - LONG TERM / G.O. / l.T. BONDS from the University of the District of Columbia (UDC) to
the Department of Employment Services (DOES) (Owner AGY)/Department of General Services (DGS)
(Implementing AGY). The attached reprogramming memorandum provides a detailed justification for why funds are
needed.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $2,000,000 from the University of
the District of Columbia (UDC) to the Department of Employment Services (DOES).

The funds are needed for the completion of the DC Infrastructure Academy (DCIA) project.

Capital budget in the amount of $2,000,000 will be reprogrammed from the following project:

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an

This is a request to reprogram capital budget, in the amount of $2,000,000.00 from (100447 /
GF0.UG718C.CLASSROOM & LAB RENOVATIONS/MODERNIZATIO ) to the DOES
(100240 / AM0.SNTRCC.DC Infrastructure Academy Project) Capital Project. This
reprogramming is necessary to complete the remaining scope of work for this project.
Why are the funds needed?
The funds are needed to complete pending items, including construction of DCIA Training
Facility Yard and the build-out of the Auto Mechanic educational space, which are key pillars of
the programs curricular. These items are necessary to the completion of the project, and not
currently funded within the available project budget.
Does this reprogramming restore a budget cut authorized by the Mayor and/or Council?
No.
Does this reprogramming establish new programs or change allocations specifically
denied, limited, or increased by the Council in the budget act, the accompanying budget
report, or mark-up sheets?
No.
How will the funds be reprogrammed?
Funds will be reprogrammed FROM the following projects.

Why are the funds available?
The projects are either completed, have not started, or have available balance that can be
reprogrammed to meet DCIA’s need.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Without this reprogramming, DGS will be unable to complete the DOES project on time, which
could lead to additional costs for DOES to temporarily operate the DCIA Program from the
current swing space. Furthermore, delays may result in DGS's Portfolio Division being in breach
of the lease agreement with DC Preparatory Academy, as we are required to fully vacate the
former DCIA Wilkinson Campus to accommodate DC Prep’s Phase 2 construction expansion.
Additionally, these delays will also hinder the start of construction at 1409 V Street, SE, where
DC Preparatory Anacostia Elementary is currently located, which is planned to become a future
DCPS swing space.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
