Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram $1,975,000.00 of FY
2025 Capital Funds - 3030300 from the Department of General Services to the District of Columbia Public
Schools(Owner)/Department of General Services(lmplementer) capital budget. The attached reprogramming
memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Capital Funds – 3030300 in the amount of
$1,975,000.00 from the Department of General Services to the District of Columbia Public
Schools(Owner)/Department of General Services(Implementer). The reprogramming is required
per Office of the Chief Financial Officer (OCFO) regulations which require DGS funds used for a
particular agency’s facilities to first be reprogrammed to that agency’s capital budget. The funds
will
be reprogrammed as outlined on the attached attributes sheet and additional details are
contained in the agency’s submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Full-Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub.
L. No. 119- 4, the Office of the Chief Financial Officer has reviewed the Mayor’s request to
reprogram Capital funds budget authority and allotment in the amount of $1,975,000 from the
Department of General Services (DGS) to the District of Columbia Public Schools (DCPS).
This reprogramming is needed to fund the replacement of energy- inefficient boilers nearing the
end of their useful life at Randle Elementary School, as well as to fund upgrades to the playground
at Powell Elementary School.
Capital budget in the amount of $1,975,000 will be reprogrammed from the following project:

Capital funds in the amount of $1,975,000 are available to reprogram from the C ritical System
Replacement project because DGS prioritized these two projects in their FY 2025 spend plan. This
reprogramming will move the budget to the appropriate capital projects for expenditure.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DGS or DCPS’ budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

DGS requests to reprogram FY 2025 capital funds in the amount of $1,975,000.00 to the
DCPS(owner)/DGS(Implementer) capital budget to fund various capital projects. The
reprogramming is required per Office of the Chief Financial Officer (OCFO) regulations which
require DGS funds used for a particular agency’s facilities to first be reprogrammed to that
agency’s capital budget.
Why are the funds needed?
The funds are needed for the following purposes:
$1,000,000.00 for the replacement of the boilers at Randle Elementary School (100063;
AM0.GM102.HVAC REPLACEMENT – DCPS). The existing boilers are nearing the end of their
useful life, and they are energy inefficient.
$975,000.00 for upgrades to the playground at Powell Elementary School (100236;
AM0.SK120C.ATHLETIC FAC. IMPROVEMENT).
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.

Why are the funds available?
Capital budget in the amount of $1,975,000.00 is available to reprogram because the purpose of
the funding is for the above-mentioned projects.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
The District will not be able to make improvements at these facilities or move further towards
meeting its sustainability goals. Further, the funds will not be able to be used towards their
intended purpose, since this reprogramming is required per OCFO regulations.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
