Pursuant to D.C. Official Code§ 47-363(a), I am transmitting the enclosed request to reprogram $1,500,000.00 of

2025 Capital Funds - 3030304 within the District of Columbia Public Schools budget. The attached
reprogramming memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code§ 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Capital Funds - 3030304 in the amount of
$1,500,000.00 within the District of Columbia Public Schools. This reprogramming will fund a
capital-eligible IT investment. The funds will be reprogrammed as outlined on the attached
attributes sheet and additional details are contained in the agency's submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $1,500,000 within the District of
Columbia Public Schools (DCPS).

This reprogramming is needed to provide funding for the design and development of customized
software system that will integrate various data related to procurement, human resources, and other
fiscal operations.

Capital budget in the amount of $1,500,000 will be reprogrammed from the following project:

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DCPS’s budget or the District’s financial plan. The OCFO has no objection
to this reprogramming request.
