2025 Capital Funds – 3030300 within the District of Columbia Public Schools(Owner)/Deparment of General
Services(Implementer) capital budget. The attached reprogramming memorandum provides a detailed justification
for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Capital Funds – 3030300 in the amount of $495,000.00
within the District of Columbia Public Schools (Owner)/Department of General
Services(Implementer) capital budget. This request is to reprogram the funds available and always
planned for the door replacement of Kenilworth ES, from the Window Replacement project, to the
Major Repairs Project. It has always been the intention and direction to DGS to utilize these funds
for the Door Replacement project at Kenilworth ES. The funds will be reprogrammed as outlined
on the attached attributes sheet and additional details are contained in the agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Full-Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub.
L. No. 119 -4, the Office of the Chief Financial Officer has reviewed the Mayor’s request to
reprogram Capital funds budget authority and allotment in the amount of $495,000 within the
District of Columbia Public Schools (DCPS).

This reprogramming is needed to fund the door replacement cost of the Kenilworth Elementary
School’s windows and doors replacement project.

Capital budget in the amount of $495,000 will be reprogrammed from the following project:

This reprogramming is below the $500,000 threshold amount requiring approval by the Council.
However, other reprogrammings for project GM121C/100065 have already been approved this
fiscal year which has resulted in a cumulative change of more than $500,000 to the budget.

Capital funds in the amount of $495,000 are available to reprogram from Window Replacement
project because this project was created to provide funding for similar repairs within the DGS

portfolio. This reprogramming will move the appropriate funding to the DCPS Major Repairs and
Maintenance project for its intended use.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DCPS or DGS’s budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

District of Columbia Public Schools (DCPS) requests to reprogram FY 2025 Capital funds in the
amount of $495,000.00 from Project 100219 (AM0.SG106C.WINDOW REPLACEMENT) to
Project 100065 (AM0.GM121C.MAJOR REPAIRS/MAINTENANCE – DCPS) to fund the door
portion of the Kenilworth Elementary School windows and doors replacement project.

Why are the funds needed?

The funds for the Kenilworth Elementary School windows and doors replacement project were
loaded into Project 100219 (AM0.SG106C.WINDOW REPLACEMENT) as part of the FY 2025
Capital Improvement Plan. However, Project 219 does not allow for the funding of the door
replacement portion because the project description language does not explicitly address door
replacements in its scope.

This request is simply to make the funds available for their approved and budgeted use.

Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?

No.

Does this reprogramming establish new programs or change allocations specifically denied,
limited, or increased by the Council in the budget act, the accompanying budget report, or
mark-up sheets?

No.
