Pursuant to D.C. Official Code § 47 -363(a), I am transmitting th e enclosed request to reprogram $12,000.00 of FY
2025 Local Funds – 1010001 from the Office of Neighborhood Safety and Engagement to the Commission on Judicial
Disabilities and Tenure . The attached reprogramming memorandum p rovides a detailed ju stification for why funds
are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Local Funds – 1010001 in the amount of $12,000.00
from the Office of Neighborhood Safety and Engagement to the Commission on Judicial
Disabilities and Tenure. Funds will be used to offset budget adjustments resulting from the Full-
Year Continuing Appropriations and Extension Act of 2025 that adversely impacted the agency’s
approved FY25 Operating Budget. The funds will be reprogrammed as outlined on the attached
attributes sheet and additional details are contained in the agency’s submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2025 Local funds budget authority in the amount of $12,000 from the Office
of Neighborhood Safety and Engagement (ONSE) to the Commission on Judicial Disabilities and
Tenure (CJDT). The funds are needed to offset budget adjustments resulting from the Full -Year
Continuing Appropriations and Extension Act of 2025 that adversely impacted the agency’s
approved FY25 Operating budget.
This reprogramming is below the $500,000 threshold amount requiring approval by Council.
However, another reprogramming from ONSE has already been approved, and this reprogramming
would result in a cumulative change to the budget of ONSE of more than $500,000.
This action will reprogram budget authority from ONSE’s Agency Management Program ,
Account Group 714100C (Government Subsidies and Grants) to CJDT’s Agency Management
Program, Account Group 713100C (Other Services and Charges). Funds are available in ONSE’s
budget because of savings from renegotiated relocation services for victims of violent crimes.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on ONSE’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

The is a request to reprogram $12,000.00 of available Local Fund Personnel Services budget
authority to Non-Personnel Services between the Office ofNeighborhood Safety and Engagement
and the Commission on Judicial Disabilities and Tenure Local Fund.
Why are the funds needed?
Funds will be used to offset budget adjustments resulting from the Full-Year Continuing
Appropriations and Extension Act of 2025 that adversely impacted the agency's approved FY25
Operating Budget.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No. This reprogramming does not restore a budget cut authorized by the Mayor or Council.

Why are the funds available?
The funds are available because there was a reduction in interagency funds due to the
renegotiated new budget amount for relocation of victims of violence crimes with the vendor
(OVSJG).
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
If the action is postponed, the Commission on Judicial Disabilities and Tenure will not be able to
support critical IT and agency needs for the remainder of FY2025.
What programs, services or other purchases will be delayed as a result of the action, and
the impact on the program or agency?
No program will be delayed or adversely impacted.
