Pursuant to D.C. Official Code § 47- 363(a), I am transmitting the enclosed request to reprogram to $1,072,008.86 of
FY 2025 Local Funds – (1010001) within the Department of Housing & Community Dev elopment. The attached
reprogramming memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Local Funds – 1010001 in the amount of 1,072,008.86
within the Department of Housing & Community Development. The funds are being moved to the
various programs within the Agency to align the budget with the approved waivers . The funds
will be reprogrammed as outlined on the attached attribute s sheet and additional details are
contained in the agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2025 Local funds budget authority in the amount of $1,072,009 within the
Department of Housing and Community Development (DHCD). The funds are needed to support
programmatic needs with approved budgetary waivers.

This action will reprogram budget authority from DHCD’s Agency Management Program,
Affordable Housing, Community Development, Housing Preservation and Housing Regulation
divisions, Account Groups 713100C (Other Services and Charges), 713200C (Contractual
Services – Other), and 714100C (Government Subsidies and Grants), to the Agency Management
Program, Community Development and Housing Regulation divisions, Account Groups 713100C
(Other Services and Charges) and 713200C (Contractual Services - Other), 714100C (Government
Subsidies and Grants), and 717100C (Purchasing Equipment and Machinery). Funds are available
based on the original appropriation but require reallocation to meet the programmatic needs.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DHCD’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.
