Pursuant to D.C. Official Code § 47- 363(a), I am transmitting the enclosed request to reprogram $ 999,432.00 of FY
2025 Capital Funds – LONG TERM / G.O. / I.T. BONDS from the University of the District of Columbia (UDC) to
the Department of General Services (DGS) . The attached reprogramming memorandum provides a detailed
justification for why funds are needed.

Pursuant
to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Capital Funds – LONG TERM / G.O. / I.T. BONDS
in the amount of $999,432.00 from the University of the District of Columbia (UDC) to the
Department of General Services (DGS). The funds are needed to complete the partial structural
restoration work of underground garage columns on the Van Ness Campus of UDC The funds will
be reprogrammed as outlined on the attached attribute s sheet and additional details are contained
in the agency’s submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $999,432 from the University of the
District of Columbia (UDC) to the Office of the Secretary (OS).
This reprogramming is necessary to provide funding for the Department of General Services
(DGS) to undertake structural restoration of the western section of the underground parking garage
at the Van Ness Campus of UDC. Completion of this work is essential for the forthcoming DGS-
led DC Archive construction project and must occur prior to the demolition of the future DC
Archives site.
Capital budget in the amount of $999,432 will be reprogrammed from the following project:

Capital funds in the amount of $999,432 are available in the Van Ness Exterior/Plaza Paver
Restoration project to fund the cost of structural garage repairs . This reprogramming is
transferring funds from UDC to DGS so that DGS can perform their portion of the work.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the UDC, OS, or DGS’s budget or the District’s financial plan. The OCFO has
no objection to this reprogramming request.

SUBJECT: FY 2025 Request to Reprogram Capital Budget in the Amount of
$999,432.00 from the University of the District of Columbia (UDC-
Owner/Implementer) Capital Budget to the Office of the Secretary(OS-
Owner)/Department of General Services(DGS-Implementer) Capital Budget.
This is a FY25 reprogramming request to reprogram capital budget, in the amount of
$999,432.00, from the University of the District of Columbia (UDC-Owner/Implementer) capital
project 100445 / GF0.UG716C.VAN NESS EXTERIOR/PLAZA PAVER RESTORATIO, to the
Office of the Secretary (OS-Owner/DGS-Implementer) Capital Project 100006 /
AM0.AB102C.ARCHIVES. This reprogramming is necessary to complete the partial structural
restoration work of underground garage columns on the Van Ness Campus of UDC.
Why are the funds needed?
The funds are needed to fund the cost of the DGS portion of the structural restoration work of
underground garage columns on the Van Ness Campus. The below-grade parking garage on the
UDC campus is in need of structural restorations. The garage spans under Building #41, Building
#44, and Dennard Plaza. UDC has engaged a design team and structural engineer to provide
permit and construction documents for the entire garage structure. An approved permit has been
issued by the Department of Buildings to UDC for the structural restoration of the parking
facility. The restoration work will be split between UDC and DGS with two (2) general
contractors.
DGS will provide construction services for the western portion of the parking garage while UDC
will provide construction services for the eastern portion. The DGS portion of the work is a
schedule critical path item for the DGS led DC Archives project and it must be completed before

DGS is able to perform the structural demolition activities of UDC Building #41, the future site
of the new DC Archives. UDC will have design and construction oversight for the entire Project
as outlined in a related Memorandum of Agreement.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
Funds will be reprogrammed FROM the following projects.

Why are the funds available?
The available balance was intended for the structural garage repairs and can be reprogrammed to
DGS to fund the cost of the DGS portion of the work related to schedule critical path items for the
DGS led DC Archives project.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Without this reprogramming, DGS will be unable to complete the schedule critical path item for
the DGS led DC Archives project which could lead to additional costs and delays for that DGS
led project.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
Does this reprogramming establish new programs or change allocations specifically denied,
limited, or increased by the Council in the budget act, the accompanying budget report, or
mark-up sheets?
No.
