2025 Local Funds – Local funds within the Office of the Chief Technology Officer (TO0). The attached
reprogramming memorandum provides a detailed justification for why funds are needed.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 202 5 Local funds budget authority in the amount of $270,000 within the
Office of the Chief Technology Officer (OCTO). The funds are needed to comply with the
Bloomberg grant matching requirements.

This reprogramming is below the $500,000 threshold amount requiring approval by the Council.
However, another reprogramming from OCTO has already been approved, and this
reprogramming would result in a cumulative change to the budget of OCTO of more than
$500,000.

This action will reprogram budget authority within OCTO’s Information Technology
Infrastructure division , from Account Groups 701100C (Continuing Full Time) and 701400C
(Fringe Benefits – Current Personnel) to the Applications division, Account Group 713200C
(Contractual Services - Other). Funds are available based on the original appropriation but require
reprogramming to meet revised spending plans.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on OCTO’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.
